Consultancy Call to Provide Mental Health Services and Training
United States Agency for International Development Zambia Community HIV Prevention Project
1. Background

2. Project Overview
With PEPFAR funds from the United States Agency for International Development, Pact is implementing the Zambia Community HIV Prevention Project in 11 high-HIV burdened districts in six provinces of Zambia. The goal is to reduce new HIV infections in Zambia. Objective No. 3 of the Project is Actions adopted by communities to reduce young women's vulnerability to HIV, unwanted pregnancy and Sexual and Gender-Based Violence. It is under this objective where the DREAMS component of the project is implemented. DREAMS, which stands for Determined, Resilient, Empowered, AIDS-free, Mentored and Safe aims to empower Adolescent Girls and Young Women (AGYW) to reduce vulnerability to HIV. DREAMS interventions include provision of demand driven mental health support services to needy AGYW. The call for this consultancy is given against this backdrop.

3. Mental Health Services Provision and Training Consultancy Call Pact is looking for a firm, organization, individuals, or a group of individuals that can or have constituted to provide mental health services provision and training beginning 1st December 2021

4. Mental Health Services Provision and Training Consultancy Objectives and
Deliverables The objectives of the consultancy are to:
Provide mental health support services to 2000 AGYW in the districts of Kabwe, Kapiri-Mposhi, Chipata and kasama
Provide basic mental health training to 64 DREAMS operatives to enable them to provide basic mental health support to AGYW in the context of HIV. The training should include identification of basic signs of trauma and depression and ability to refer AGYW for mental health services support Develop a basic mental health support provision manual for use by DREAMS operatives

The deliverables of the consultancy are:
Mental health services provided to 2000 AGYW beginning 1 December 2021 and
ending 30th August 2022
Dreams operatives trained in basic mental health support provision to AGYW 4.6 Final basic mental health support provision manual submitted by 15 August 2022
Final consultancy report submitted by 30 August 2022.

Pact hereby calls on firms, organizations, individuals, or a group of individuals with a verifiable track record of providing mental health services support and training especially in the context of HIV prevention and mitigation to apply for this consultancy. The application should comprise profiles, CVs and a budget outlining the cost for carrying out the consultancy. The budget should not have lines for training costs as these will be directly taken up by Pact.
