Project Overview and Role
BACKGROUND
Improving Market Systems in Agriculture for Rwanda (IMSAR) is a 4-year DFID funded programme that aims to increase the income of poor households operating in targeted agricultural markets, through adopting a market systems approach to attract investment and stimulate inclusive growth.
The Ikiraro cy'Iterambere programme aims to contribute to the Rwandan objective of promoting citizens' participation and accountable governance. The programme provides technical and financial support to civil society and government partners to engage constructively with each other, leading to more effective policy, planning, budgeting and accountability processes, which in turn contribute to poverty reduction and economic growth. Ikiraro is funded by UK DFID, USAID, Swedish Sida, and Swiss SDC.
PURPOSE
To take responsibility for assisting IMSAR/Ikiraro Finance and Administration Managers in all administrative and finance roles. Ensure that all IMSAR and Ikiraro operations meet the needs and expectations of the client, the Department for International Development (DFID), and Palladium International Ltd (and Palladium Rwanda Limited).
The role will be for one individual who will split their time between both programmes..
Responsibilities
RESPONSIBILITIES:
1. Finance & Accounting
• Be the custodian of the programmes' petty cash and ensure the programmes does not run out of cash.
• Assist the Finance & Administration Manager in writing cheques to vendors.
• Be the custodian of finance files and ensure all PVs, & PCs are always up to date.
• Ensure bank transfers are taken to the bank for processing as they are ready
2. Administration & Procurement
• Be the point of contact for all correspondences & courier
• Assist in collecting quotations from potential vendors for services & goods that may be procured.
• Be the custodian of fixed assets register and making sure it is always up to date.
• Be the custodian of leave tracker and make sure it is always up to date.
• Do hotel bookings & arrange for airport transfers for international staff and visitors.
• Carry out any other activities that support the successful implementation of the programmes
Requirements
Minimum Requirements:
• A First degree or similar qualification in Accounting, Finance, or Business Economics.
• At least 2 years of experience in international development, having experience of working with DFID or DFID funded projects is advantageous.
• Preferred Requirements:
• A bachelor's degree in accounting from a reputable University.
• Well-developed organisational skills and the ability to combine attention to detail with a view of strategic priorities; and
• Knowledge of contracting regulations, contract procedures and reporting requirements.
• Must be fluent in Kinyarwanda and English
• Only Rwanda nationals or those that do not require sponsorship to work in Rwanda will be considered for the role.
Most Critical Proficiencies:
• Proficient knowledge of word processing, administrative letter writing skills, electronic mail (Microsoft Office preferred) and the Internet.
• Demonstrated proficiency in English and Kinyarwanda, both oral and written.
Essential Job Functions and Physical Demands:
• Demonstrated creativity, ability to think systematically, willingness and ability to incorporate innovative solutions.
• Excellent interpersonal and communication skills with the ability to work cooperatively, tactfully and diplomatically with culturally diverse groups of people.
• Constant face-to-face, telephone and electronic communication with colleagues both local and international.
• May require constant sitting; working at a computer, focusing for extended periods of time and performing office work in the field and/or in remote conditions.
• Working with sensitive information and maintaining confidentiality.
• Ability to manage and execute multiple tasks with little supervision while meeting strict deadlines.
