Background
• USAID’s Advancing Food Fortification Opportunities to Reinforce Diets (USAID AFFORD) program is a critical investment in a safety net against micronutrient inadequacies through large-scale food fortification (LSFF). USAID AFFORD is designed to provide operational support to field Missions and other operating units of USAID, contributing to the goals of the U.S. Government Global Food Security Strategy (GFSS) through the implementation of programming aligned with USAID’s LSFF Results Framework. Using a whole-of-business approach, USAID AFFORD aims to increase the coverage of fortified foods to cost-effectively improve the quality of diets and contribute to safely reducing micronutrient inadequacies among populations in the targeted countries.
• USAID AFFORD seeks a Food Fortification Technical Advisor to provide technical assistance to food processors and the Government of Zambia, specifically exploring the data and capacity needs of sugar processors, developing technical assistance plans to meet those needs and reviewing the status of other mandatory food vehicles (margarine and salt). The Food Fortification Technical Advisor will work closely with the USAID AFFORD Technical Project Manager based in Zambia, and the IR2 global team to support the roll-out of the Zambia National Food Fortification Strategy with a specific focus on improving the availability of and access to quality fortified sugar using a whole-of-business approach with sugar processors. Together with the Global Technical team, the Technical Advisor will develop and support industry-specific technical assistance.

Duties and Responsibilities
• The Technical Advisor will collaborate with the USAID AFFORD Zambia team to achieve the objectives of the assignment. The Technical Advisor will lead the LSFF industry technical component of USAID AFFORD work in Zambia, in close collaboration with additional components of USAID AFFORD’s overall scope of work. The Technical Advisor will report to and participate in weekly check-in calls with the USAID AFFORD Technical Manager (and with the wider USAID AFFORD team as needed) and will be done in close coordination with team working with USAID AFFORD in Zambia. The Technical Advisor will also work closely with the USAID AFFORD Technical Program Manager based in Zambia, who will oversee all activities.

Specific activities include:
● Participate in convenings of industry leaders, associations, and representatives.
● Identify processors of mandated food vehicles with large market share for targeted
technical assistance (TA).
● Conduct fortification assessments of selected processors’ plants and provide customized
TA for quality fortification.
● Conduct assessment of opportunities to improve availability and access to quality
premix.
● Identify gaps and requirements needed for industry to introduce new fortified products.
● Support the program’s financial advisor with assessing industry finance requirements.
● Monitor country-level progress and report on key indicators.
● Ensure documentation of key lessons for disseminating locally and inputting into global
lessons learned.

Experience and Skills Required
Education
● Bachelor’s degree in food science, food technology, or other relevant subject with
minimum five years of experience OR Master’s degree with two years of experience
Experience
● Deep understanding of the food processing industry and the ecosystem within which it
operates
● Implementation experience addressing industry challenges, either as a consultant,
processor, or development partner
● Familiarity with LSFF
● Proven track record of providing advisory services
● Fluent in English (written and spoken)

Knowledge, Skills and Abilities:
● Self-starter, proactive, able to work independently in support of others
● Ability to work in diverse teams, respectful of other cultures
● Ability to work effectively in remote-based teams with strong organizational and
collaborative skills
● Strong writing skills to write concise, analytical reports to different audiences
● Strong communication skills
