JOB DETAILS:

JOB PURPOSE
Reporting to the Director General, the Human Resource and Administration Manager will be responsible for managing all human resource and administrative support services in order to facilitate smooth operations of the Board.

DUTIES AND RESPONSIBILITIES
• Develops, implements and administers policies and procedures on issues such as recruitment and selection, discipline and grievance, staff confirmation, performance management,
• Manages effectively human resource functions in order to enhance staff morale and optimise utilization of human resource;
• Co-ordinates effectively the development and implementation of human resources development programmes in order to build capacity and enhance performance;
• Develop plans and systems to ensure timely provision of administrative and logistical support services in order to facilitate efficient and effective delivery of services,
• Reviews staff performance from time to time individually and collectively through the performance appraisal in order to implement remedial measures and /or reward good performance;
• Imerprets correctly the Conditions of Service and Labour Laws in order to ensure consistency and fairness in their interpretation and application,
• Provides advice to senior management and employees on the application of the Disciplinary and Grievance Procedures in order to maintain good discipline and industrial harmony throughout the Board:
• Facilitates decisions in consultation with the Director General on matters relating to staff welfare, maintenance of office equipment, furniture, provision of stores and vehicles,
• Ensures updated human resource database of the Board;
• Ensures timely preparation of the departmental quarterly, annual and adhoc reports in order to provide information for decision making.
• Ensures timely preparation of the departmental budgets in order to facilitate the acquisition of resources;
• Ensures timely procurement, storage, distribution and disposal of Board equipment and materials in order to contribute to the smooth operations.

REQUIREMENTS
• Grade 12 full certificate with 6 credits including English, or its equivalent
• BA/BSc in Human Resource Management
• MA/MSc in Human Resource Management or Master of Business Administration
• 5 years relevant experience of which 3 years should be at Senior Management level Tactful, approachable and assertive manner
• Excellent verbal and written communication skills
• Ability to build good working relationships with colleagues at all levels
• High level of accuracy and attention to detail
• Faimess and objectivity
• Must be a member of the Zambia Institute of Human Resource Management (ZIHRM)

Experience in Months: 60

Level of Education:
Bachelor Degree
