1. Introduction
The Government of the Republic of Zambia (GRZ) and World Bank are jointly supporting the Girls' Education and Women's Empowerment and Livelihood (GEWEL) project under Gender Division Cabinet Office through Gender Division is responsible for coordinating monitoring and implementation of National Gender Policy. Gender Division intends to put in mechanisms and operational instruments to ensure effective co-ordination and successful implementation of the Policies aimed at attaining gender equity and equality
In its quest to reduce gender inequalities in the education sector and empower more women from vulnerable households, government is implementing the Girls Education and Women Empowerment and Livelihood (GEWEL) project. The project is also supporting the development and implementation of a robust Gender Management Information System. The system is expected to strengthen coordination, data storing, dissemination and feedback for the Gender Machinery and stakeholders. To understand better the needed system, the Consultant will need to consult selected users and key stakeholders during the analysis phase.
Gender Division therefore seeks to engage the services of a Consulting firm specialized in Enterprise Software Development facilitate the establishment of the Gender Management Information System (GMIS).
2. Scope of the Assignment
This assignment will include gap analysis, detailed design (physical design), development, and operationalization of the Gender Management Information System as a web-based platform that will allow the Gender Division and the stakeholders in the sector to capture, store and retrieve gender related data in Zambia for information and reporting purposes.
The development of the Gender Management Information System should be completed within 6 months.
2.1 For International selection it is a requirement that a foreign bidder should partner with a citizen bidder.
3. Qualification, Competencies and Requirements
The following qualifications and competencies are required from the consulting firm:
The interested firm must have experience in developing MIS for Goverment institutions, Development partners and Corporate entities;
The Firm shall have least 8 years' experience and capabilities in the field of software development;
The interested firm must have well qualified and experienced staff with at least bachelor's degree in IT related field:
The consulting firm to provide own staff month based on their methodology for each phase of the assignment
The Consulting firm to provide proof of insurance for its staff and equipment;
Individual members of the consulting firm should have at least 8 years of experience in software development; and
The Firm shall have a minimum of 3 certificates of completed work of similar nature and size especially in government and partners at national or at regional level.
3.1 The preferred firm is expected to field in a core team of experts and non-key experts required to deliver the assignment, which will comprise of the following: Software developers, Database developers, Security and Testing engineers, Quality Assurance expertise.

The consulting Firm will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition),
Cabinet Office now invites eligible consultants to be submitted in sealed envelopes, clearly marked "Expression of Interest (EOI's) for consulting Firms to Design and Develop a Gender Management Information System. Expressions of Interest shall be deposited in the Tender Box to the address stated below before Wednesday, 23 November, 2022 at 10:00hrs local time. Expressions of Interest delivered after 23" November, 2022 at 10:00hrs local time will be rejected
