Project Summary:
The Zambia Evidence for Health (E4H) activity is a five-year project funded by USAID/Zambia and implemented by Management Systems International (MSI), in close collaboration with the Government of Zambia (GRZ) Ministry of Health (MoH). The goal of the project is to strengthen national health data and information for improved evidence-based decision making and planning in the Zambian health sector. The activity supports the strategic objectives of USAID/Zambia, the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI).

Position Summary:
The Malaria Data Analyst will work closely with the Surveillance, Monitoring, Evaluation and Operations Research division of the National Malaria Elimination Centre (NMEC) at MoH. The Analyst will coordinate and produce integrated analyses and data dashboards to inform vector control choices for malaria control and elimination in Zambia. The Analyst will also make technical conclusions with minimal supervision, ensure adherence to safety and health regulations and will be responsible for all government resources. The Analyst’s main reporting line is the Head of Unit for Surveillance, Monitoring, Evaluation and Operations Research Unit at NMEC. However, some tasks will require direct reporting to the following: Principal Biostatistician, NMEC; Senior HMIS Advisor, USAID E4H; and the Data Management Specialist, PMI. This is a long-term assignment based in Lusaka, Zambia for a period of one year.

Responsibilities:
Planning
• Conduct key stakeholder consultations regarding data use for malaria vector control strategy and planning.
• Establish and maintain routine communication with end users at national level to assess and develop product ideas to meet the needs of the end users.
• Coordinate and co-facilitate integration meetings.

Malaria Information Systems
• Access and manage all relevant datasets for malaria vector control to find resolutions.
• Contribute to the development of tools, systems, and processes that promote the collection and use of indoor residual spray (IRS), insecticide-treated net (ITN), and entomological data.
• Update and roll-out IRS/ITN and entomology monitoring dashboards.
• Maintain the IRS/ITN, entomological modules and contact appropriate technical and DHIS2 systems support, as needed.

Analysis
• Prepare and enhance datasets for evaluation and visualization.
• Create reports and briefs designed to inform choice maker.
• Create interactive charts, maps, and infographics to summarize key vector control indicators.
• Review IRS/ITN campaign data entry and data quality checks.
• Collect the IRS and ITN implementation and relevant entomological data.
• Clean and merge data for purposes of product selection and update the Tableau dashboards.
• Facilitate discussions on vector control product choices utilizing the dashboards.

Capacity Building
• Build capacity of National Malaria Elimination Program staff to use vector control data for drawing conclusions.

Research
• Contribute to global dissemination of project learning and products including case study documents, presentations, and peer-reviewed publications.

Qualifications:
• Bachelor’s degree in Statistics, Computer Science, Public Health, Demography, or any social sciences required. Master’s degree in related science preferred.
• Minimum five years of professional experience working in a malaria vector control/surveillance or related field required.
• Experience preparing comprehensive, analytical, and technical reports including GIS skills required.
• Strong computer skills, initiative, and interpersonal skills and ability to meet deadlines required.
• Fluency in spoken English, oral and written, required.
