Purpose Of The Position
• The Program Officer, under the supervision of Prof. Grieve Chelwa, will be a central part of a new program focused on advancing economic and racial justice internationally. The role-holder will provide administrative and professional support, primarily servicing the constituting of and growing a new and next generation of progressive intellectuals and scholar-activists in the Global South (i.e, Pillar 2 of the Global Post-Neoliberalism / Economic Change Program), as well as supporting engagement with influentials. The Program Officer will be responsible for ‘community management’, budget and resource management, grants and contract management support, and general admin support and reporting. They will also assist on a broader range of areas, including event organization, desk-research and MEAL.
Primary Responsibilities
Under the supervision of the Project Consultant (Professor Chelwa), provide holistic professional and administrative oversight of and support to Pillar 2 of the Global Economic Change Program – to manage a project to build a cohort and network of a new generation of progressive scholars and public intellectuals in the Global South. This includes:
• Scholars community management
• Building sustainable, mutually beneficial, and respectful relationships with and between progressive scholars and social movements in the Global South;
• Facilitating efforts to grow a new community of scholars to produce over the course of the project, including organizing regional and potentially global convenings;

This includes:
• Scholars community management
• Building sustainable, mutually beneficial, and respectful relationships with and between progressive scholars and social movements in the Global South;
• Facilitating efforts to grow a new community of scholars to produce over the course of the project, including organizing regional and potentially global convenings;
• Budget and resource management for relevant components of global economic change program
• Monitor restricted and unrestricted budgets and assist team members with updating financial tracking systems, preparing expense reports, and maintaining financial records;
• Supporting team planning and budgeting, including accountability towards team plans;
• Handle routine business and financial matters including processing: budget changes within the financial system, process contract payment invoices and travel costs;
• Ensure adherence to OUS standards and fiscal and reporting responsibilities.
• Grants and contracts management support
• Process subgrants and partner agreements in Oxfam’s grants management systems, and ensure timely payments of subgrants to Oxfam teams, grantees and partners;
• Support management of budget and fulfillment of donor-reporting requirements, engaging with the Institutional Funding and Partnerships team and others;
• Work with other Oxfam grant managers to improve grant-making processes as well as anticipate bottlenecks and troubleshoot grant-making and disbursement processes.
• General administrative support and reporting
• Planning and providing administrative and logistical support for internal and external meetings, events and seminars providing technical support for online meetings;
• Supporting regular reporting of team activities to internal Oxfam audiences;
• Maintain, organize, and expand database of external contacts;
• Support Monitoring, Evaluation, and Learning (MEAL) colleagues;
• Assist with facilitation and note taking for team meetings and other support as required;
• First draft design of slide-decks and other public facing presentations and documents.
Under the supervision of the Global Economic Change Program Manager, and in collaboration with other key staff at Oxfam US and Oxfam International, manage engagement with a global influentials who can contribute to and support the work of scholars’ cohorts and the work of the confederation as a whole. This includes:
• Influentials coordination
• Support the organization’s engagement with influentials – including thought leaders, economists, former political leaders and others – working with colleagues to engage with and support them;
• Oversee a living database of influentials to help track and develop relationships, identifying and prioritizing opportunities and monitoring diversity;
• Assist in preparation of written materials for influentials, including: mechanisms to keep them regularly updated, responses to their queries, and requests of them from the program and confederation
• Maintain documentation regarding influentials outreach and engagement, including successes, challenges, and lessons learned

Qualifications
EDUCATION
• Bachelor’s degree, or ideally Master’s Degree, or an equivalent combination of education, training, and experience, with some formal aspect of international development studies or related economic issues.
