Background
African Parks (AP) is a non-profit conservation organisation that takes on responsibility for the long-term management of protected areas in partnership with governments and local communities. AP manages 22 protected areas in 12 countries covering over 20 million hectares in Angola, Benin, Central African Republic, Chad, the Democratic Republic of Congo, Malawi, Mozambique, the Republic of Congo, South Sudan, Rwanda, Zambia and Zimbabwe.
The AP vision is to achieve ecological, financial, and socio-political sustainability of protected areas for the benefit of people and wildlife. A key determinant of socio-political sustainability is the recognition of local people as rights-holders, and a commitment to enabling their active participation in the management of natural resources. In addition to international human rights, AP recognises resource use and access rights of indigenous people and local communities (IPLCs). The work of AP is guided by safeguards standards that ensure further protections for vulnerable groups, and that promote responsible environmental and social practices in conservation.
Role Profile
The Safeguards Manager will guide and support the implementation of AP’s Environmental and Social Safeguards (ESS) policies in or across parks in Zambia and Zimbabwe. This includes training and mentoring of park staff; ensuring implementation of standard operating procedures; enabling reporting of ESS risks and mitigation efforts; supporting an effective park-level grievance management process; maintaining local and national human rights partnerships; supporting human rights training for park staff and partners.
The Safeguards Manager is responsible for:
• Promoting an integrated approach to conservation that recognises and respects the rights of IPLCs – and supporting consistent compliance with human rights across park operations;
• Supporting capacity building for park staff to ensure correct implementation of, and compliance with, the Environmental & Social Safeguards standard operating procedures:
• Support implementation of safeguards procedures on key projects and complex initiatives (e.g. land use planning) – with a focus on ensuring compliance with Free, Prior, and Informed Consent (FPIC) guidelines;
• Ensuring an effective grievance mechanism in the park, with functioning reporting channels, timely review of all grievances and development of appropriate mitigation and/or follow-up in coordination with the Park Grievance Committee;
• Supporting the training of park staff and partners on human rights, and leading partnership with NGO for independent audit and monitoring;
• Ensuring regular reporting of Environmental and Social Safeguards (ESS) risks and mitigation efforts to internal and external stakeholders, as required.
Requirements
Role requirements
• Post-graduate qualification in Human Rights/Law/International Development/Conservation or a related field.
• Must have minimum of 5 years of relevant experience demonstrating knowledge of, and a track record of managing issues relating to human rights, indigenous peoples’ rights, land tenure, and/or social safeguards, preferably in a conservation or development context.
• Excellent communication and presentation skills in English. Local language is a plus.
• Demonstrated discretion and ability to work with sensitive information.
• Ability to support training programmes.
• Strong stakeholder engagement skills, with ability to work across cultures and to foster collaboration.
• Affinity with conservation and social development in Africa.
• Experience of working in Africa, and willingness to travel to and work in rural settings.
