The Government of the Republic of Zambia with support from the World Bank is implementing the Zambia Education Enhancement Project which will run up to December 31, 2025. The project was first approved by the World Bank Board in August 2017 with an amount of $60 million. It has since received two additional financing (AF) of US$120 million in May 2020, and US$53 million in March 2023, making ZEEP a US$233 million operation. With the additional financing, the project scope has expanded, covering 2.700 schools (2,300 primary and 400 secondary schools) in 70 selected districts nationwide with an estimated 1.75 student beneficiaries. The ZEEP development objective (PDO) is to improve the quality of teaching and leaming conditions in targeted primary and secondary schools and to increase access to secondary education focusing on girls.

The purpose of this assignment is for the IVA to conduct an independent verification of attained PBCs in a transparent and impartial manner. Annex I, which is also on pages 53-70 in the Project Paper of Second Additional Financing to ZEEP annexed to this document provides the results to be verified and the protocol to be followed. Each result achieved must be verified timely and satisfactorily for funds to be disbursed. Duration: The assignment will be undertaken for the duration of the project, that is, from date of engagement to 31" December 2025.

The Ministry now invites eligible Consulting firms to indicate their interest in providing the Services of a Consultant. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is listed below.
The Consulting Firm/Agency must state its core business, years in business, relevant experience, technical and managerial capability of the firm.
The Consulting Firm/Agency will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (Fourth Edition as Revised in November 2020).
