ABOUT SAVE THE CHILDREN – ZAMBIA
Save the Children is currently leading on the implementation of the Joint Bilateral Anti-Trafficking in Persons Project between the Government of Zambia and the US Department of State Office to Monitor and Combat Trafficking in Persons (TIP). The project is focused on advancing and strengthening efforts of the Government of Zambia and Civil Society Organizations (CSOs) to combat human trafficking using a victim-centered, coordinated, sustainable, and multi-sectoral approach to support an effective system of justice, prevention, and protection. The program will work to strengthen the efforts of Zambia’s government and CSOs to prevent human trafficking; proactively identify, protect, and provide comprehensive, trauma-informed care for victims of trafficking; effectively investigate, prosecute, and convict perpetrators of human trafficking; and create an enabling environment to promote effective collaboration and partnerships to address human trafficking. This partnership encompasses all forms of human trafficking and will target both adult and child victims.
PROJECT DESCRIPTION
The Government of Zambia, in collaboration with civil society organizations, has made significant efforts in combatting Trafficking in Persons in Zambia. The efforts include amending the Anti- Human Trafficking Law to criminalize all forms of trafficking, creation of the Anti-Human Trafficking Department (ATHD), and ensuring funding is available for it to optimally function. This has led to increased victim identifications and investigations of alleged TIP cases. There have also been investigations and prosecution of officials complicit in TIP. In collaboration with various anti-TIP actors, a National Referral Mechanism (NRM) has been established and its use has been mandated for referring victims of trafficking (VoTs). Law enforcement actors and frontline officials have been trained on TIP, and how to identify and effectively respond to TIP cases.
SCOPE OF CONSULTANCY
The AHTD, in collaboration with Save the Children, seeks to engage a consultant to simplify the Anti-Human Trafficking Act No. 16 of 2022 of Zambia. The simplified version will cater to various audiences, including policymakers, law enforcement agencies, educators, community leaders, and the public. It will focus on making the Act’s provisions clear, actionable, and relatable, ensuring alignment with Zambia’s National Action Plan (NAP) on Trafficking in Persons.
The consultant will:
1. Review the current Anti-Human Trafficking Act to propose revisions to the law.
2. Develop a user-friendly version of the Act, incorporating plain language, infographics, and examples to aid understanding.
3. Tailor content to address the needs of different audiences, including:
• Policymakers and government officials: Clear guidelines on legal mandates and roles.
• Law enforcement: Practical tools for victim identification, referral, and case management.
• Educators and community leaders: Simplified materials for awareness and education campaigns.
• General public: Easy-to-understand information on rights, responsibilities, and reporting mechanisms.
4. Conduct stakeholder consultations to gather input and validate the simplified content.
5. Facilitate a validation workshop to review and refine the draft, ensuring it meets stakeholder needs.
6. Develop a dissemination plan to ensure wide accessibility and distribution of the simplified Act.
