The EU support to the National Land Audit (NLA) project aims to improve land administration and management in Zambia. The project focuses on (1) improving the National Spatial Data Infrastructure (NSDI), updating it with information that is publicly available and accessible, and producing land cover, and land use maps at the National level, (2) making available and accessible key results of the National Land Audit, (3) testing and validate Innovative National Land Audit methodologies, and (4) providing guidance for shaping a full National Land Audit implementation and forming a post audit action plan.

I. Background of the assignment

The Government of Zambia, with support from the EU, is conducting a comprehensive National Land Audit (NLA) to improve land administration and management. The audit is being piloted in three districts representing urban, peri-urban, and rural settings before rolling it out on 20 districts. A critical component of the audit is the development of a robust, standardized survey tool to collect reliable land related data at the district level.

This assignment aims to support the refinement and expansion of the district survey tool to capture data aligned with key land governance themes, including land tenure, land use, legal compliance, and large-scale land-based investments.

II. General objective of the assignment

GENERAL OBJECTIVES
To design a standardized and scalable district land audit survey that captures data on land tenure, land use, compliance, and large-scale investments, ensuring alignment with national audit objectives and international best practices.

SPECIFIC OBJECTIVES

• To develop and test a comprehensive survey tool aligned with the NLA objectives and thematic priorities.
• To refine the structure, questions, and indicators of the district land audit tool, based on pilot experiences.
• To ensure the survey design allows for effective data capture, processing, and analysis across varied geographic and socio-economic settings.
• To adjust the framework and survey developed to the current ODK survey questionnaire and test it.
• To align with the dashboard indicators design ensuring that all data collected is fully contributing to provide the comprehensive set of results.
• To support training and capacity development of enumerators and stakeholders involved in the survey process.

III. Scope of Work

SPECIFIC ACTIVITIES

• Inception and briefing audit teams and project team
• Review existing audit methodologies, pilot tools, and indicators
• Develop detailed survey framework, question sets, and metadata
• Integrate thematic focus areas into survey design
• Adjust and align survey tool with ODK platform and test integration
• Stakeholder consultations to validate draft survey tool
• Revise and finalize survey tool, manuals, and digital forms
• Align survey with dashboard indicators and validate indicator mapping
• Data quality control and support to elaboration of the audit reports
• Conduct training session(s) for field staff and enumerators
• Reporting and documentation

VI. Candidate Selection Criteria

Qualifications

• Master’s degree in Survey Methodology, Statistics, Geography, Land Governance, or related field

General professional experience

• At least 10 years of experience in survey design and implementation in land governance, agriculture, or development sectors.
• Demonstrated experience in designing multi-topic, nationally relevant surveys.
• Strong experience in participatory and consultative processes.
• Familiarity with Zambia’s land governance systems is an asset.

Specific skills

• Proficiency in digital survey platforms (e.g., ODK, KoboToolbox).
• Knowledge of data management, sampling design, and quality control.
• Strong writing and presentation skills.

The expert will be based at the project office in Lusaka and will undertake some field missions to selected provinces and districts, when necessary, subject to prior notification and approval from the Contracting Authority.

The assignment should start based on Contracting Authority approval date 15.04.2025 and continue for a duration of 3 months (indicative end date 15.07.2025).
