The EU support to the National Land Audit (NLA) project aims to improve land administration and management in Zambia. The project focuses on (1) improving the National Spatial Data Infrastructure (NSDI), updating it with information that is publicly available and accessible, and producing land cover, and land use maps at the National level, (2) making available and accessible key results of the National Land Audit, (3) testing and validate Innovative National Land Audit methodologies, and (4) providing guidance for shaping a full National Land Audit implementation and forming a post audit action plan.
I. Background of the assignment
The Government of Zambia, with support from the EU, is conducting a comprehensive National Land Audit (NLA) to improve land administration and management. The audit is being piloted in three districts representing urban, peri-urban, and rural settings before rolling it out on 20 districts. A critical component of the audit is the development of a robust, standardized survey tool to collect reliable land related data at the district level.
This assignment aims to support the refinement and expansion of the district survey tool to capture data aligned with key land governance themes, including land tenure, land use, legal compliance, and large-scale land-based investments.

The expert will be based at the project office in Lusaka and will undertake some field missions to selected provinces and districts, when necessary, subject to prior notification and approval from the Contracting Authority.
The assignment should start based on Contracting Authority approval date 15.04.2025 and continue for a duration of 3 months (indicative end date 15.07.2025).
