SUPPLY & INSTALLATION OF SOLAR SYSTEMS IN LUSAKA AND COPPERBELT PROVINCE

MESSAGE:

Zambia is currently experiencing prolonged dry spell and drought ever felt for more than forty years. The country is still recovering from a cholera outbreak which began in October 2023 and reported over 21,000 cases due to decreased access to water, which led to outbreaks of diarrheal diseases as well as other vector-borne diseases. The Zambia Red Cross Society (ZRCS) wishes to support the supply and installation of solar systems at 5 Health facilities in Kitwe and 6 Public Institutions in Ndola District Copperbelt province. Then 2 Schools in Lusaka District, 2 in Chongwe District, 3 in Chilanga District and 2 in Kafue District Lusaka Province.

Against this background, the ZRCS is seeking bid proposals from qualified interested bidders to supply the above-described goods & services.

Bidders must strictly adhere to all the requirements of this RFP. No changes, substitutions or other alterations to the rules and provisions stipulated in this RFP may be made or assumed unless it is instructed or approved in writing by the ZRCS in the form of supplemental information to the RFP. Any Bid submitted will be regarded as an offer by the bidder and does not constitute or imply the acceptance of any bid by the ZRCS. The ZRCS is under no obligation to award a contract to any Bidder because of this RFP.

Validity:
Your offer must remain valid within 120 days before which, a contract placed should be accepted by you. Please include the validity period in your proposal.

Submission of Offer
All proposals must be sent at the Tender box to the following address in a sealed envelope latest by 28 th November 2024 at 2:00PM or earlier, Zambia local time.

The proposal must be sent in a sealed envelope, clearly mentioning Sender, Receiver and Contact Details.

• Offers sent by email/fax will be disqualified (IMPORTANT)
• All late offers will not be considered (IMPORTANT)

General Instructions

1. Cost
The bidder shall bear any all expenses related to the preparation and/or submission of the bid proposal, regardless its Bid proposal was selected or not. The ZRCS shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the procurement process.

2. Bid proposal submission
The complete bid proposals shall be submitted in a set of three (one original and two copies). All the required Eligibility Documents listed below shall be submitted following such order. These documents shall be the basis of the bidder’s eligibility check.

Eligibility / Legal Documents
a. Company registration certificate whichever may be appropriate under existing laws of Zambia
b. Valid local authority business license
c. Other appropriate certificate or reference as may be required by the Procuring Entity
d. All the required documents in the technical proposal
e. financial documents

These documents shall be the basis of the bidder’s preliminary examination of the technical and financial proposal during the bid opening.

Bidder must submit their bid in specified manner when the bid is expected to be in transit for more than 24 hours. The Bidder must ensure that sufficient lead time has been provided to comply with the ZRCS deadline for submission.
In case one or more of the required document/s is/are missing, the bidder must strictly complete the document within the period as per the instruction of the Tender Committee otherwise the bid will be disqualified.
Any unsolicited clarification submitted by a Bidder in respect to its Bid, which is not a response to a request by the ZRCS, shall not be considered during the review and evaluation of the Bid.

3. Pre-bid conference and Site Visit (Mandatory) and Contractors to provide own transport.
Meeting place for:

• The works have been separated into 4 lots. Pre bid Meetings and Site visits have been scheduled as follows.
• For Kafue, Chilanga and Ndola 24th November 2024
• For Lusaka, Chongwe and Kitwe 25th November 2024
• Note that the meeting place will be ZRCS HQ opposite Lusaka boys for Lot 1 and 2 Lusaka Province at 08:30 and start off to the Field at 09:00am.
• Meeting place for Copperbelt site visit shall be as follows:
• Meeting place for Ndola Lot 3 shall be at Ndola Branch office whereas Meeting place for Kitwe Lot 4 shall be at Kitwe Branch Office at 08:30 and start off to the field at 09:00am

Interested bidders are advised to come with their own transport to and from the sites. There will be no other sites visits apart from the scheduled one.

No verbal statement made during the conference shall modify the terms and condition of the RFP unless such statement is specially written in the minutes of the meeting or issued/posted as an amendment in the form of supplemental information to the RFP.
The bidder must visit and examine the sites and its surroundings and must obtain for him/herself on his/her responsibility all information which may be necessary for preparing the bid proposal.
