1. Background:

Oxfam in Zambia under the Just Economies Pillar is working with Publish What You Pay, Save the Environment and People Agency and Zambia Alliance of Women in implementing an extractive industries project aimed at increasing women’s and Women’s Rights Organisations’ participation within the industry. The project, which is being implemented in Lufwanyama, Zambezi and Mwinilunga districts has been using the Gender Action Learning model to achieve real transformative change both within the partner organisations and target communities with the following interment outcomes:

  1. Enhanced knowledge of WROs of EI sector operations and governance systems, natural resource revenue management, and fiscal policy guiding its allocation to promote the use of revenues from the EI sector for investment that will address women’s rights and promote gender equality.
  2. Strengthened capacities of CSO partners to pursue outcomes around women’s rights and gender justice through integrating the transformative leadership for women’s rights methodology into organizational policies and practices and by undertaking a Gender Action Learning process.
  3. Women’s rights processes and outcomes are built into EI transparency and accountability agendas of civil society organizations and plans are developed for promoting collaborative advocacy.

After 7 years of implementation, the project comes to an end in May, 2024 and it is in light of this that Oxfam is seeking the services of a consultant to document the project journey. The purpose of the documentation is to innovative communicate the project’s success stories, lessons learned, challenges overcome, and best practices generated throughout the project implementation period.

2. Objective

  1. To innovatively document and showcase the Extractive Industries Women’s Transparency Initiative project’s success stories, best practices, and key learnings.
  2. To provide recommendations and insights based on the project’s achievements and challenges, aiming to inform future project design and implementation.

3. Scope of Work:

  1. Review relevant project documents, including project proposals, progress reports, evaluations and Gender Action Peer Learning reports.
  2. Conduct interviews with key stakeholders, including project staff, project participants, partners, etc.
  3. Analyze and synthesize the gathered information to identify compelling success stories, key challenges, lessons learned, and best practices.
  4. Include human interest stories and quotes from project beneficiaries to emphasize a point or demonstrate success or challenges.
  5. Provide recommendations based on the project’s outcomes, challenges, and best practices for future project planning and implementation.

4. Deliverables:

  1. Creatively packaged human interests’ stories showing success or demonstrating learning about the project.

5. Timeline:

  • The consultant will be expected to complete the documentation of the project journey within a maximum of six weeks from the contract’s commencement date.
  • Expected Start Date: 15th April 2024.

6. Required Qualifications and Expertise:

  • Extensive experience in conducting documentation, research, and report writing in the development sector.
  • Ability to create engaging and compelling narratives.
  • Proven experience in effectively communicating complex information through innovative means.
  • Familiarity with the CSO sector and its challenges, preferably with experience in similar projects.
  • Excellent interpersonal and communication skills to conduct interviews and gather insights from various stakeholders.

7. Reporting and Coordination:

The consultant will report to the Extractive Industries Coordinator at Oxfam Zambia or any other assigned member of staff.

  • A one- or two-page resume/CV.
