Expression of Interest, Provison of consultancy and Estate Agency Services on the subdivision and sale of S/D 93 of farm 380A of Palabana land-Chongwe at ZSIC Life PLC

1.0 Introduction

1.1 The ZSIC Life PLC is a fully registered company and licensed by the Pensions and Insurance Authority, under the Insurance Act No. 1997 as amended in 2005 for the provision of long-term insurance services in Zambia.

1.2 ZSIC Life PLC holds a number of commercial and residential properties across the country. The company under its investment guidelines holds these assets with the primary objective of ensuring competitive investment returns (net yields) and liquidity.

1.3 ZSIC Life PLC wishes to seek Consultancy/Agency services for the provision of Subdivisions and Sale of Palabana Land and selling of the resultant plots. 1.4 The property (bare land) is located 5km off Great East Road from Chongwe Police Check point and approximately 23km from the Central Business District (CBD) of Lusaka.

2.0 OBJECTIVES

The objective of the assignment is to develop a viability study and ensure that the subject property is disposed of at the highest realizable value at the barest minimal cost within the desirable period but with due regard to all provisions of the law within which such transactions fall.

3.0 SCOPE OF SERVICES

3.1.0 The Terms of Reference for provision of consultancy and estate agency services for the sale of the Palabana Land, water falls area in Chongwe, are as follows:

a. Examine the land and carefully plan a mixed layout of mixed-use urban living providing plots ranging from Low, medium to high-cost including retail commercial plots for shops. Other provisions for say police post, schools or health posts may be deemed necessary by the approving local authority:

b. Develop a business case detailing a market research, marketability, absorption rates, costings for the development, cash flows, feasibility and viability studies of the proposed project and implementation plan and strategy for the project.

c. Allow for the construction of access roads 10m in width and drainages and advise the client the total area for this cause.

d. Submit the Plans to the Local authority for consideration and approval.

e. Once the plans are approved, submit them to Ministry of Lands for Numbering of the Plots and advise the client the period that exercise would take.

f. Allow for installation of beacons on all the corner boundaries of each and every plot in accordance with the existing regulations and law.

g. Draw up Title plans for every subdivision as numbered by Ministry of Lands and submit to the ministry for issuance of Title Deeds. The client shall take care of the costs involved in this regard.

h. Engage appropriate road contractors with the approval of the client, to clear trees, grade the topsoil, apply laterite and allow for compaction to recommended standard.

i. Construction of an onsite office for administrative works in the course of attending to prospective buyers of the plots.

j. Advertise in liaison with the client the sale of the plots in a manner prescribed by the client.

k. In liaison with the client's Legal Team, process change of title into the name of the buyer upon completion of all the payments in accordance with the offers made.

4.0 SHORT LISTING CRITERIA (Qualification and Experience)

The criteria for shortlisting applicants will be as follows;

1) Applicants should amplify on their ability to execute the above assignment.

2) Applicants should state the duration for the assignment with specific milestones.

3) Applicants should give full information details regarding similar assignments executed or currently running.

4) The consultants should submit with the application, a detailed company profile, listing staff qualification and experience.

5) Applicants should be registered with appropriate professional boards such as the ZIEA, Zambia Institute of Architects, the Engineering Institute of Zambia, the Surveyors Registration Board, Zambia Institute of Chartered Accountants etc.

6) Submission of company profile, field of specialization and must have three (3) to four (4) years' experience in consultancy of a similar nature.

5.0 MODE OF SELECTION

6.0 SUBMISSION INFORMATION

The expression of interest should be deposited in the Tender Box at the ZSIC LIFE Pic reception area at Plot 4432, Woodgate House, Heroes Wing, 5th Floor, Lusaka clearly marked "Expression of interest for the provision of of Subdivisions of Palabana Land and selling of the resultant plots" in sealed envelopes and addressed to the Procurement & Supply Manager, ZSIC Life Plc Plot 4432, Woodgate House, Cairo Road, Lusaka, not later than 19th January 2023 at 10:30 hours local time. However telefax offers will not be accepted.

The Expression of Interest shall be opened immediately thereafter in the Committee room of the ZSIC Life Plc at Plot 4432, Woodgate House, Heroes Wing, 5th Floor, Lusaka in the presence of Bidders or their representatives who choose to attend.
