ZESCO Limited is a vertically integrated electricity utility, which generates, transmits, and distributes, electricity in Zambia. It is a public utility wholly owned by the Government of the Republic of Zambia through the Industrial Development Corporation (IDC).

ZESCO Limited wishes to partner with a third party to carry out the installations of the smart relays in homes. The partner will procure, brand and install the relays inside customers' homes and engage the customers on the maintenance of the smart devices.

BACKGROUND

ZESCO has conceptualised the idea of a smart house that will empower ZESCO customers with the ability to remotely control their household appliances using a smart ready gadget like a mobile phone, tablet, or laptop. There are instances when customers have missed the opportunity of saving energy and hence incurring unnecessary electricity bills by inadvertently leaving some household appliances like geysers, lights, fridges and stoves switched on when they step out of their homes. This initiative will ensure that customers are adequately empowered to conveniently switch off supply from the palm of their hands thereby, enhancing health and safety in households by preventing fire accidents that occur when household appliances like stoves, pressing irons and heaters are left on for prolonged periods.

Currently ZESCO has not provided a solution to allow ZESCO customers to remotely control their appliances whenever they are not in the vicinity of their homes. Additionally, ZESCO customers do not have a clear and near real-time visibility of power consumption in their household appliances leading to speculation on the actual meter consumption.

Equally ZEdiSCO has no specific insight into how much the customers consume per household making it difficult to plan for load management and maintenance in specific areas. Once the smart house solution is implemented, both ZESCO and the customers will have visibility into their power consumptions.

ZESCO's policy has been to end at the metering point and in line with this policy, the responsibility of managing the smart house infrastructure beyond the metering point will squarely be with the private partner with clearly defined roles and responsibilities for each party. This arrangement will allow ZESCO to efficiently continue to provide other supporting services to the Smart house partners and customers.

ZESCO will own the rights to the Smart House App. All Smart House customers will have to download the App to manage the smart house. ZESCO will host and update the app, apply security features and manage its operations.

The smart house initiative will result into the following benefits to both ZESCO and its customers are:

(i) ZESCO will be able to ascertain the power consumption usage per household, and better understand the power consumption patterns which will lead to enhanced planning for maintenance and load management;

(ii) Report on real-time power consumption and consumption growth trajectory per household giving ZESCO an understanding of statistics and trends on power usage at household level;

(ii) The customer would have full knowledge and control to regulate the usage of their electrical appliances; and

(iv) The application will enhance safety that will help avoid fire accidents which are normally caused by inadvertently leaving household appliances switched on.

ZESCO Limited now invites qualified and eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate to enhance their qualifications.

The Expressions of Interest should be deposited in the tender box located on the Ground Floor Main Entrance, RCC Building Procurement Offices P.O. Box 33304 10101, Lusaka, Zambia, clearly marked "Expressions of for engagement of Third-Party Partners for the rollout of the Smart House Initiative (SHI) -ZESCO/EOI/101/2022" in sealed envelopes and addressed to the Managing Director, ZESCO Limited, Stand No. 6949, Great East Road, Lusaka, Zambia, not later than Friday, 20th January, 2023 at 10:30 hours local time. HOWEVER, TELEFAX OFFERS WILL NOT BE ACCEPTED.

The Expressions of Interest shall be opened immediately thereafter in the Boardroom of the Procurement Division in the presence of applicants or their representatives who choose to attend.
