Department Overview
Pact seeks highly qualified and accomplished individuals for the United States Agency for International Development (USAID)/PEPFAR-funded Zambia Integrated Health HIV Activity – (ZIHA) Project. The five-year project will be led by Pact in partnership with the Center for Infectious Disease Research in Zambia, Circles of Hope, Mothers2Mothers, Copper Rose Zambia, Zambia Network of Young People Living with HIV – and a US small business, Viamo. Integrated Health will improve the health outcomes of Zambians through equitable access to high-quality health services in the areas of client-centered HIV, Tuberculosis; Maternal; Newborn and Child Health, Family Planning, and Reproductive Health. It will reduce mortality, morbidity, and HIV transmission for sub-populations in Northwestern, Copperbelt, and Central Provinces. Pact will work closely with the Zambian Ministry of Health to attain the country’s goal of reaching HIV epidemic control (95-95-95) by 2030. The activity will be delivered through three main components namely:
1. Increase coverage of comprehensive and person-centered HIV, TB/HIV, FP/RH, MNCH prevention, diagnosis, care, treatment and support services in both communities and health facilities.
2. Increase utilization of community and facility-based quality and person-centered integrated HIV, TB/HIV, FP/RH, MNCH services; and
3. Increase capacities of Provincial and District Health Offices to improve quality and sustain Direct Service Delivery of integrated HIV, TB/HIV, FP/RH, MNCH during and beyond the life of the activity.

Position Purpose
• Pact seeks experienced VMMC/IIT Professional Counselors for the USAID Zambia Integrated Health Activity, a $120M contract to support the USAID and PEPFAR objectives of 95/95/95. USAID Zambia Integrated Health will improve the health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and FP/RH services, products, and information, and strengthen the integration of these services at the health facility and community levels when applicable. The Consultant will provide oversight on VMMC demand creation activities including other integrated services such as HTS, Linkage, and Retention in target facilities and communities. Provide day to day supervision to Community-Based Volunteers (CBVs). He/ she will be reporting to the Community and Clinical Services Coordinator.
Specific tasks /responsibilities
• Capacity building and day to day supervision of CBVs
• Ensure that set target for integrated VMMC activities are met.
• Ensure that all clients that have not been circumcised are reached especially 15yrs and above.
• Ensure integration of services in the catchment area during the activity such as IIT tracking and VL sample collection is conducted.
• Ensure all VMMCs conducted are well documented and reported daily.
• Achieve 100% of our VMMC surge targets and 85% of our annual targets the end of three months.
• Increase access to and uptake of HIV testing services.
• Increase access to and uptake of treatment services.
• Increased number of people who are linked to treatment who are virally suppressed.
• Reduced IITs by 90% with clear, auditable documentation of all tracking outcomes
• Provides a link between the Community and clinical integration coordinator and CBVs
• Ensures daily, weekly, and monthly operational plans are executed and monitored.
• Provides support to CBVs on HTS, Linkage to care, Retention, care and support and prevention services.
• Collaborates with other units to increase access, uptake and utilization of integrated HIV/ TB, RH/FP, services.
• Ensure quality documentation in relevant registers.
Minimum Required Qualifications and Experience:
• Must be a Zambian Citizen with a Grade 12 Certificate
• Diploma in Basic counselling or HIV/AIDS or Social work training with 2 years experience. Additional diploma in community nursing or public health will be an advantage.
• Psycho-social counselling certificate is a MUST with full registration.
• 2 to 3 years’ experience implementing HIV prevention, care, and treatment.
• Strong skills and track record in providing psychosocial support counselling and patient tracking for retention in care.
• Able to provide effective hands-on mentorship to Health Care Workers, Counsellors, and Community Based Volunteers
• Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
• Ability to communicate and write in English and at least one or two local Language.
• Ability to spend 80% in the field / catchment community.

Place of Performance:
• Consultants will be assigned to support specific high-volume facilities in Copperbelt, Northwestern and Central Province.
• They will be placed at facility level and will oversee one or two facilities depending on proximate.
• 35 will be placed in Copperbelt Province, 20 in Northwestern Province and 25 in Central Province.
