JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:
2.0 ASSISTANT COMMISSIONER – NAKONDE, GRADE ZRA03 (1 POSITION) – CUSTOMS SERVICES
A. PURPOSE
Reporting directly to the Deputy Commissioner- Operations North, the job holder will be responsible for providing leadership and management to all the ports in the region so as to ensure optimization of revenue, enhancement of compliance with the Customs & Excise Act, and Trade Facilitation.
B. MAIN DUTIES/ACCOUNTABILITIES
• Contributing to the formulation of the Customs Annual Output Plan;
• Implementing the Customs Annual Divisional Output Plan and policies in order to achieve set targets;
• Coordinating and monitoring operations of all the stations to ensure that set targets for the region are achieved;
• Ensuring the facilitation of Legitimate Trade by developing and maintaining procedures that are responsive to effective clearance of goods at the borders in line with One Stop Border Post (OSBP) operations;
• Ensuring that all debt is effectively managed;
• Preparing weekly, monthly and quarterly performance reports;
• Ensuring the implementation of risk management in all operation areas;
• Effectively coordinating and collaborating with other regulatory agencies at the border;
• Dealing with appeals from aggrieved stakeholders;
• Managing of bonded warehouses and Customs Areas;
• Providing guidance and motivation to members of staff;
• Identification of training needs and recommending training interventions;
• Disseminates and interprets Human Resource Policies and issues;
• Co-coordinating and supervising an effective system to control the movement of imports/exports with correctly recorded documentation;
• Liaising with other work areas in the division to ensure that the movement of all transit and bonded goods is monitored between entry and exit ports;
• Coordinating enforcement activities in the region;
• Overseeing the scanner operations in the region;
• Ensuring that resources are provided to the stations to facilitate their smooth operations and achievement of set targets;
• Ensuring that members of staff are properly utilizing equipment and other assets in the course of their work;
• Making all necessary efforts in securing equipment and uniforms necessary for staff to improve operational performance;
• Representing the Authority in the region;
• Collaborating with internal and external stakeholders;
• Implementing audit observations and recommendations; and
• Perform functions related to the job as may be assigned from time to time.
C. MINIMUM REQUIREMENTS
• Grade Twelve School Certificate/General Certificate of Education Equivalent;
• A University Degree in any field or a professional qualification;
• Minimum of five (5) years relevant post qualifying working experiences in import and export environment at managerial level; and
• Master’s Degree in relevant field will be an added advantage.
