JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:
46.0 ASSISTANT HUMAN RESOURCE OFFICER – RESOURCING -ZRA06 (1 POSITION) – HUMAN RESOURCE DEPARTMENT
A. PURPOSE
Reporting directly to the Human Resource Officer – Resourcing, the job holder will be responsible for effectively supporting the ZRA business by assisting the Human Resource Officer – Resourcing, in the implementation of best practice policies in Resourcing and Planning of the human resource.
B. MAIN DUTIES/ACCOUNTABILITIES
• Assisting in the implementation and administration of the Authority’s recruitment and selection policy and acts as secretary to interview panels for selected for grades below ZRA04;
• Raising requisitions and checking that all employment requisitions submitted for recruitment against divisional/departmental approved establishments to ensure that the Authority does not recruit outside the approved establishment;
• Preparing pre-recruitment documentation such as job adverts, short-listing minutes, interview folders and rating forms in consultation with the recruiting division/department;
• Participating in the short-listing process of applicants, interviews and recommendation of applicants for appointment in conformity with ZRA Resourcing Policy, rules and regulations as well as fair employment practices;
• Processing payments for reimbursement of transport cost incurred by candidates coming from cities/towns other than the one where interviews are taking place;
• Preparing invitation letters for interviews, offer letters and regret letters to all candidates at an appropriate time;
• Attending to correspondence regarding employment inquiries;
• Notifying the Human Resource Officer – Training & Development about new entrants in the organisation to ensure that they attend the induction/orientation programme;
• Assigning Employee Numbers to new employees and furnishes the Payroll and HR Compensation & Benefits Units with records of new entrants for inclusion on Payroll;
• Ensuring that reference letters are secured for newly recruited staff before the expiry of their probationary periods;
• Monitoring the expiry of probationary periods for new entrants and ensures that Divisional/Departmental heads are notified in time so that staff are confirmed at the appropriate time as stated in letters of offer;
• Assisting in the preparation of budget estimates for Human Resource;
• Assisting in the collection of data to be used in Human Resource planning;
• Conducting periodic audits of staff records and prepares reports showing the establishment status;
• Generating Human Resource statistics and labour turnover as well as assisting in the preparation of monthly, quarterly and annual reports; and
• Assisting in the moderation of role profiles and maintains records/files for role profiles, HR monthly reports and establishment.
C. MINIMUM REQUIREMENTS
• Grade 12 School Certificate or General Certificate of Education (GCE) equivalent;
• University Degree in Human Resource Management, Business Administration and Publication Administration or equivalent qualification;
• Minimum of two (2) years relevant post qualifying work experience; and
• Must have valid Membership to the Zambia Institute of Human Resource Management is mandatory
