The Role:
The role supports the implementation of our Community Based Volunteer (CBV) pilot programme. The Project Officer will support the successful delivery of the project which aims to support the Ministry of Health to pilot high quality, and highly functioning standardised community-based volunteer programme and build an evidence base for how this improves access to, and quality of, healthcare for rural communities.
The Project Officer will be expected to contribute to efforts of project management, partnerships, and other tasks including:
Participate in Community Health (CH) review meetings.
Respond to requests for information from stakeholders as required.
Undertake other professional tasks as reasonably requested by Programme Coordinators.
Project Outcomes:
To test Community Health Service Package and its associated training manuals on effectiveness of comprehensively training CBVs.
Determine if comprehensively trained CBVs are more effective and efficient at service delivery at the community level than the previous vertical programmes.
Determine what adaptions to the model could make CBVs more effective and advocate for these.
Support MoH to develop a clear plan for scaling model if successful and advocate for the inclusion of CBV training and incentives in the next budget cycle.
Responsibilities and Tasks:
The Project Officer will also be responsible for:
Ensure the successful recruitment and training of CBVs according to MoH process and standards.
Support facility- and DHO-led rural health system strengthening initiatives.
Maintain and strengthen relationships and engagements with DHOs, HCFs, and communities.
Develop activity budgets and submit relevant requests and retirements to deliver these activities.
Coordinate and manage the collection, analysis and interpretation of field data and preparation of reports.
Support the development and quarterly updating of project implementation plans and budgets.
Deliver project activities in accordance with project implementation plans.
Participate in periodic impact assessments and evaluations of our programmatic work.
Support the Programme Coordinator to complete reporting documentation required internally and externally.
Support programme staff to fulfil their role in respect to Monitoring & Evaluation, especially in using monitoring tools including software for data collection and analysis.
Build the capacity of On Call Africa and its partners by working at project level to improve the planning, monitoring, and evaluation of individual projects; and collect and analyse information.
Conduct regular monitoring initiatives and produce clear documentation of findings.
Support OCA staff and partners to use M&E and other research findings to improve programme performance (outcomes).
Collect and disseminate results, best practices, and lessons learned for different events and activities.
Support fundraising, partners, and field staff to generate and disseminate relevant case studies from our operational areas of successes and lessons from our work.
Other Duties:

Engaging in regular communications and meetings both internal and external of the organisation.
Ensure timely reporting within internal management structures and providing detailed reports for funders.
Other duties as assigned by Supervisor.
Flexible Working
OCA works with remote rural communities and staff are required to camp out in these communities when delivering on assignments. Field Staff are expected to work flexibly, including evenings and weekends as may be required by work assignments.
Qualifications
Education
Grade 12 Certificate
University degree in Development Studies, Public Health or Social Sciences or any other related field.
Experience
Experience transferring knowledge (either formal training or knowledge management).
Competencies
Oral and written fluency in English.
Demonstrable intermediate skills in MS Office – Excel, PowerPoint, Access and Word.
Excellent knowledge of various planning tools, including log frames and Gantt charts.

Other Desirable Skills/Qualities:
Excellent attention to detail and accuracy.
Numeric Literacy.
Ability to schedule and manage tasks effectively, setting priorities and meeting deadlines including working under pressure and prioritising workload according to the changing needs of the programme.
Ability to apply conceptual, analytical and evaluative skills and identify potential issues.
Excellent writing and editing skills.
Strong interpersonal skills including motivational attitude.
Ability to work as part of a team and as such will be required to collaborate with staff across the organisation.
Fluency in local language.
