EAZ accepts the rights and values set out in international human rights agreements in particular in the UN Convention on the Right of the Child and its two additional protocols and the rights based approach as a binding basis of its work. In Zambia, EA works in a number of provinces which include Southern, Central, and North-western and Copper-belt province.

Environment Africa Zambia in Partnership with Kindernothilfe is seeking a consultant to conduct the baseline of the project aimed at Promoting Children’s Rights to Health and Education and Upscaling the ending of Harmful Practices Project in Chibombo and Kabwe Districts of Central province in Zambia, the baseline objectives are;

1. To establish a clear understanding of the current status quo regarding children’s rights to education and health and the prevalence of harmful practices in Chibombo and Kabwe District in Central Province of Zambia.
2. To collect baseline data on project indicators related to children’s education, health and exposure to harmful practices. The data will be used as a reference point for measuring project impact and progress throughout the project duration. (for indicators refer to the log frame).
3. Evaluate the existing situation regarding education accessibility and quality for children within the target area.
4. Identify and analyze harmful practices affecting children in terms of education and well-being.
5. Assess the level of awareness and engagement of stakeholders in addressing these challenges.
6. Align the study with the OECD Development Assistance Committee (DAC) criteria for effective development cooperation.

SCOPE OF THE WORK

1. Review existing literature, reports, and data related to education, child rights, and harmful practices specific to the Kabwe and Chibombo.
2. Conduct field visits and interviews with key stakeholders, including government officials, community leaders, educators, parents, and children.
3. Utilize a mixed-method approach for data collection, incorporating both quantitative and qualitative methodologies.
4. Identify relevant OECD DAC criteria in the assessment process, focusing on relevance, effectiveness, efficiency, impact, and sustainability.
5. Review the project indicators to ensure that they are aligned to the objectives

Requirements of the consultant

The baseline survey to be done by a consultant/firm with a mix of expertise in Child rights, child protection, female/male empowerment, youth involvement and education
Lead Consultant. Preferably at Masters level. He/she should have strong experience in Child rights, child protection, female/male empowerment, community development, youth involvement and education as well as excellent analytical, communication, team management and communication skills (verbal and written). He/she should demonstrate experience in impact evaluations and practical experience in qualitative and quantitative research methodology, evaluation design and implementation. Team must be committed to implementing child protection and child safe guarding practices during the baseline study. Command of local language(s) preferably –Bemba, Lenje and or Tonga among members of the team. Provide references on similar or related baseline studies focusing on children s’ rights, child marriages will be an added advantage.

Tentative financial proposal (budget) containing:

1. consultancy fees/costs,
2. field data collection expenses broken down by team members, number of days, fees per team member according to the level of involvement and number of days required from each,
3. any other related costs and required for the proper conduction of the survey,
4. In case of institution paying VAT you should include it in financial budget.

The baseline will be conducted for over a period of 4 weeks i.e. from 11th November 2024 to 6th December 2024. The consultant shall submit a schedule of tasks to be undertaken. Throughout the whole period of the assignment, follow-up meetings will be held between the consultant and Environment Africa Zambia to tackle any field problems anticipated in order address them beforehand.

1. A technical proposal detailing their interpretation of the TOR, proposed methodology including sampling framework, work schedule and proposed budget;
2. A capability statement demonstrating how they meet the required qualifications and competencies;
3. Copies of all relevant Curriculum Vitae (CVs). Only CVs for the specific individuals that will form the proposed survey team should be included.
