JOB DETAILS:
Project Description
• The USAID Zambia Sustainable Water, Sanitation and Hygiene Partnerships project is an anticipated new $25 – 50M Activity that will run from 2024 – 2029.
• Position Description
• The Deputy Chief of Party (DCOP) will ensure the project meets contractual obligations to deliver services according to USAID regulations and supports the reporting of results to USAID and other stakeholders. In addition, the DCOP will work with the Chief of Party (COP) to deliver technical leadership in selected Activity components including WASH governance, services delivery, and/or financing. The position is expected to be based in Lusaka with regular field travel as part of program implementation. This position will report to the Chief of Party.
• Position is contingent upon award and funding.

Responsibilities
• In coordination with the COP, provides overall technical leadership, guidance and management of a selected component in WASH governance, services delivery and/or financing.
• Jointly with the COP, manages relationships with USAID, government counterparts, private partnerships, local and international partners and serves as Acting COP during any absence of the COP.  
• Ensures effective coordination and synergies between policy-level, market-level, and community-based activities, while supporting required operational support such as procurement, budget monitoring and logistics.  
• Coordinates the development, implementation, and reporting on detailed management plans that may include annual and quarterly reports implementation plans, deliverable tracking, and work planning for all technical activities.  
• Coordinates with the Monitoring, Evaluation, and Learning (MEL) team to track and report on programmatic achievements and develop success stories as required for reporting and outreach.   
• When necessary, works closely with key RTI staff, government and non-government officials, contractors and USAID staff to ensure full compliance with local laws, while integrating with RTI systems and procedures.

Qualifications
• Bachelor’s degree and 12 years of experience, master’s degree and 10 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience.
• Minimum five (5) years of experience leading international donor-supported programs of similar size and complexity.

Key Experience and Skills
• Demonstrated experience leading multidisciplinary teams and an ability to manage projects with remote offices and team members.
• Demonstrated ability to develop and communicate a common vision among diverse partners.
• Demonstrated ability to establish and sustain professional relationships with host country government counterparts and a wide range of stakeholders, including government officials, private sector businesses, associates, and civil society organizations.
• Demonstrated experience utilizing adaptative management to successfully guide programming.
• Prior experience in Zambia and knowledge of the Zambian water sector preferred.
• Familiarity with climate change adaptation and/or resilience.
• Excellent writing and communication skills in English.
