Job Summary
To oversee the coordination of the planning, monitoring and evaluation functions in order to facilitate seamless implementation of the Rural Electrification programme.
Purpose of the Job
– Provide strategic direction, operational oversight, and leadership in the Strategy and Planning Directorate.
– Oversee and coordinate planning, monitoring and evaluation functions for smooth implementation of Rural Electrification programmes.
Main Duties/Responsibilities
• Rural Electrification Master Plan
• Oversees effectively the coordination of the development and review of the Rural Electrification Master Plan (REMP) in order to guide the implementation of the Rural Electrification programme.
• Pre – feasibility Studies
• Oversees effectively the conduct of pre-feasibility studies for rural electrification projects in order to ascertain their viability.
• Strategic Partnerships
• Oversees effectively the establishment and maintenance of the Authority’s strategic partnerships and collaborations including Public Private Partnerships in order to promote investment in rural electrification projects.
• Resource Mobilisation
• Oversees effectively the coordination and mobilisation of additional resources to the Rural Electrification Fund in order to support the implementation of the Rural Electrification Programme.
• Development Cooperation Support
• Oversees effectively the coordination of development cooperation support in order to enhance the Rural Electrification programme.
• Environmental Management Guidelines
• Oversees effectively the implementation of environmental management guidelines of rural electrification projects in order to facilitate compliance to statutory regulations.
• Tariffs
• Oversees effectively the development of tariff proposals in order to determine the price for electricity supply by projects.
• Monitoring and Evaluation Framework
• Oversees effectively the development of the Monitoring and Evaluation framework for the Authority in order to facilitate monitoring and evaluation of programmes and projects.
• Monitoring and Evaluation
• Oversees regularly the monitoring and evaluation of the implementation of rural electrification projects in order to facilitate the implementation of appropriate interventions.
• Strategic Plan
• Oversees effectively the coordination of the development of the Strategic Plan in order to facilitate attainment of the Authority’s objectives.
• Research and Development
• Oversees periodically the conduct of research and development activities in order to facilitate technological advancements in the energy sector.
• Quality Management Systems
• Oversees effectively the development, implementation and maintenance of departmental quality management systems in order to ensure compliance to set standards.
• Risk Management
• Oversees effectively the preparation and updating of the departmental risk register in order to ensure effective management of risk.
• Performance Management
• Manages effectively the development of work plans and implementation of the performance management system in order to monitor, evaluate and enhance performance.
• Management
• Oversees effectively human, financial and other resources in order to facilitate attainment of set objectives.
Education:
• Grade 12 (or equivalent)
• Bachelor’s Degree in Economics or equivalent
• Master’s Degree in Economics or equivalent
• Membership with Institute of Directors and any other relevant body

• 10 years In-depth knowledge of strategic planning, 4 of which should be in management.
• Proven leadership experience in providing strategic direction, resource mobilisation and establishing strategic partners in both government and commercial agencies.
