RE: TECHNICAL PLANNING, DESIGN, SUPPLY, INSTALLATION AND COMMISSIONING OF SOLAR POWER EQUIPMENT AT VARIOUS GOVERNMENT BUILDINGS, INSTALLATIONS AND OTHER PUBLIC UTILITY INFRASTRUCTURE ACROSS THE REPUBLIC OF ZAMBIA
BACKGROUND
The Republic of Zambia, like many other countries in the sub region has recently experienced adverse climate change effects resulting in a severe drought that has reduced power generation capacity. As a consequence, to these effects, there is urgent need to identify other Renewable and Alternative Energy sources of supply to the Country's power needs to mitigate generation requirements to ensure continued service delivery to the public.

In order to supplement generation needs currently being rationed across the country by ZESCO limited, the Ministry of Energy (MOE) now intends to promote investment and participation of the private sector in the Technical Planning, Design, Supply, Installation and Commissioning of Solar Power Equipment at all Government Buildings, Installations and other Public Utility Infrastructure country wide under the following categories:
• Government Hospitals and Clinics including all Health Centres across the country
• Government Universities across the country
• Government Colleges and Vocational Centres across the country
• Primary and Secondary Schools across the Country
• Government Ministry Buildings and related infrastructure across the country.
• All Public Water Utilities across the country
• Municipalities across the country

Identified developers upon conclusion of the process will be expected to enter into individual Power Purchase Agreements (PPAs) with ZESCO Limited for Engineering Procurement Construction (EPC) plus Financing. Apart from Power generation, the identified developers will also be responsible for maintenance of the installed equipment in the duration of the Power Purchase Agreements.
It is against this background that the Ministry of Energy is requesting for Expressions of Interest (EOI) from local and or International firms for the Technical Planning, Design, Supply, Installation and Commissioning of Solar Power Equipment for the above categories

SCOPE
• Conduct detailed technical planning and design to establish the net energy requirements for the desired areas of infrastructure for the PPAS:
• To determine and ensure that the supply of power produced is in compliance with all applicable Government Policies, Legislation and Regulations as prescribed by the Energy Regulation Board (ERB).
• Negotiate a Power Purchase Agreement with ZESCO Limited

REQUIREMENTS
The prospective developers must submit proposals in hard copy or electronic form with the following requirements:
• Proof of registration (copies of Registration Certificates and/or Business Licenses);
• Technical capacity and relevant experience in similar assignments;
• Joint Venture Agreement in cases where firms associate in order to enhance capacity.
• Participation of Citizens and local firms: International firms shall partner with the Citizen firms where applicable
• Firms must demonstrate solid Financial capabilities. This may be complimented with crecible lines of credit to undertake the assignment including capacity to mobilise requisite resources to finance the projects prior to the Power Purchase Agreements. Other Financing mechanisms with traceable references may be considered. This will be a key requirement as these agreements will need to take effect urgently in view of the current power deficit. Firms that do not demonstrate this capability will not be considered.
• Firms should provide their Litigation status.

The Ministry of Energy now invites EOIs from interested eligible firms for the Technical Planning, Design, Supply, Installation and Commissioning of Solar Power Equipment at all Government Buildings, Installations and other Public Utility Infrastructure country wide

DETAILS FOR SUBMISSION
Expressions of Interest marked "Technical Planning, Design, Supply, Installation and Commissioning of Solar Power Equipment at all Government Buildings, Installations and other Public Utility Infrastructure country wide" shall be submitted online or in Hard Copy form to the Ministry of Energy. Physical copies can be submitted at the office of the Head - Procurement and Supplies Unit at Energy House, Stand No. 1200, Medland Road, Off Addis Ababa Road, Rhodes Park, Lusaka.
Electronic Copies shall be submitted on the following Email addresses: Fidelis.Siame@moe.gov.zm, Kenneth Mapani@moe.gov.zm, Mafayo.Ziba@moe.gov.zm

The Expressions of Interest shall close for both online and hard copy submissions on Friday, 21" June, 2024 at 10.00 hours local time and opened thereafter at 10.30 hours local time.
Please note that only shortlisted firms will be invited to submit detailed Technical and Financial Proposals.
