Civil society for Poverty reduction (CSPR) is a Zambian civil society network of 70 members that has been building the voice for the poor in the fight against poverty in the country. It was established in 2000, primarily to ensure that civil society effectively and meaningfully participates in the design, formulation, and implementation of the National Development Plans (NDPs) and further monitor the NDPs to ensure government provides a means by which Zambia can effectively strategize on reducing the escalating levels of poverty.

The objectives of the assignment

The objective of this consultancy is to identify and analyze sectors that directly impact adolescent well-being and adapt the current budget tracking tools to support effective adolescent programming. This involves aligning these tools with the unique needs of adolescents, ensuring that budget tracking processes capture sector-specific allocations and expenditures that affect this demographic. The toolkit should empower adolescents, local government officials, and community stakeholders to monitor, evaluate, and advocate for resource allocation that improves adolescent-focused programs and services.

The Task

The consultant will perform the following tasks.

  • Identify key sectors that directly impact adolescent well-being (e.g., health, education, nutrition, social protection).
  • Review current budget tracking toolkits and tools used by CSPR and partners.
  • In collaboration with CSPR, conduct consultations with relevant stakeholders, including government officials, civil society organizations, local authorities, and adolescent representatives, to gather insights on specific needs and priorities.
  • Customize the existing budget tracking toolkit to focus on adolescent-specific needs, ensuring it captures budget allocations and expenditures relevant to adolescent Health.
  • Create user-friendly templates to make the toolkit accessible to adolescents.
  • Ensure the final toolkit is aligned with national priorities, local governance structures, and adolescent programming needs including the 8th National Development plan targets.
  • Validation meeting with various stakeholders to conclude the development of the toolkit.

Deliverables

The consultant will deliver the following:

  • A detailed report identifying sectors that directly impact adolescent well-being, with an analysis of how budget allocations in these sectors affect adolescent development outcomes.
  • An adapted toolkit tailored to track budget allocations and expenditures specific to adolescent needs.
  • A detailed final report outlining the consultancy process, key findings, best practices, and recommendations for future toolkit adaptations and sustainability of the adolescent health programming.

Timeline

This consultancy is allocated a total of 14 days to be fully completed and delivered to CSPR. There will be no time extension for the work as this is a time-sensitive consultancy. The total number of days for the assignment includes the validation meeting and analysis report.

Note that: This is a desk-based assignment that aims at reviewing and aligning CSPR budget tracking tool to adolescent programming.

Qualification and Expertise

  • A master’s degree in economics or any Social Science qualification at minimum.
  • The consultant should possess excellent analytical skills to evaluate the effectiveness include the ability to analyze financial data, identify trends, and interpret adolescent health programming in the context of budget tracking tools
  • Strong knowledge and understanding of budgeting principles, public financial management practices, monitoring and evaluation and adolescent programming are essential.
  • Excellent writing and facilitation skills will be required.
  • The consultant should possess proven experience in conducting the public finance research and national planning and budgeting analysis in adolescent programming.
