Project summary
The USAID Zambia Integrated Health (USAID ZIH) project aims to improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and family planning/reproductive health services, products, and information.

Job summary
The officer will be based at the District Health Office but expected to move across various facilities for program intervention implementation. He/she will be responsible to provide support to the facility based staff in developing practical implementation guidance directed to family planning, reproductive health, maternal, newborn and child health (FP/RH/MNCH) programme and work closely with fellow FP/RH/MNCH district officers at facility level to address a broader MNCH content for integration of innovative DSD models including how to design and promote their use among health workers, women/caregivers and adolescents. The officer will be responsible for DSD model implementation, performance, and quality improvement; and oversee its implementation in the facilities in the assigned district.

Main duties
• Developing a work plan, including an outline of the process for the implementation of DSD models according to the goals and expectation of the FP/RH/MNCH – USAID ZIH project and a timeline to be approved by the provincial officer.
• Liaises with facility and departmental In-charges to support the delivery of FP/RH & MNCH related care with integrated DSD modeled services.
• Mentors and ensures quality of care in the designated clinics in all aspects of comprehensive FP, RH and MNCH care and treatment services including medical care, Antiretroviral therapy (ART) administration, DSD model system implementation, adherence counseling, and ongoing quality assurance and improvement at facility level.
• Orients and Mentors facility staff on spot testing for RPR, Gravindex, Urinalysis, HIV testing, RDT, DBS/Viral load collection and Hemoglobin test by Heamacue including innovative DSD models for FP/RH/MNCH service delivery.
• Monitors facility and community-based staff in the provision of family planning, reproductive health, and Maternal and newborn child health services (including Antenatal Care and Postnatal Care) with integrated DSD models.
• Monitors the mother-baby cohort service provision and ensure correct and complete documentation in the appropriate register.
• Works closely with other facility In-charges and Implementing partners in the district to strengthen the system for referring clients for Immunization, RH/FP/MNCH services including ensuring availability of standard tools to track completed referrals.
• Assists facilities in logistics management in ensuring availability of essential FP/RH/MNCH commodities in the facility.
• Works closely with the district health staff and provincial officer to address all issues raised from Health System Strengthening.
• Participates in FP, RH, MNCH related research.
• Mentors and Works with Clinic Staff to identify service/performance gaps and carry out Quality improvement projects.
• Leads and monitors initiation of Quality Improvement projects.
• Assists in the organization of monthly Clinical and Quality Improvement meetings.
• Participates in the regional and national conferences to share good practices of implemented DSD models in the FP/RH and MNCH program.
• Prepares work schedules in order of priority, availability of resources, staff attendance and compile reports as requested.

Qualifications
• Diploma in Nursing with recent experience in maternal health, particularly Family Planning/reproductive health and Maternal neonatal child health programs (Midwife is an added advantage).
• 3 more years of demonstrated experience implementing FP/RH/PMTCT programs at district or facility levels.
• Previous experience with and understanding of MOH health care systems and community structure required to implement an integrated health program.
• Ability to coach, mentor and develop capacity in district programs and technical staff in the areas FP/RH/MNCH performance and quality improvement.
• Detailed working knowledge of technical guidelines, best practices, and innovations in FP/RH/MNCH and program approaches designed for DSD integration at district and community levels.
• Demonstrated success in providing hands-on capacity building and technical assistance to health care providers and other stakeholders.
• Working knowledge of PEPFAR/MOH FP/RH/MNCH compliance
• Previous experience in conducting community-based interventions.
• Prior experience working with other NGOs and public sector institutions, including the MOH.
