PRIMARY PURPOSE OF THE JOB
Reporting to the Country Director, the Finance and Administration Director (FD) will oversee the Finance and Administration Unit. S/he will lead and oversee the Accounting, Financial Planning and Management and administrative support services and guide the staff working in those areas. The Finance and Admin Director will ensure that all financial data and reporting are within the organisation’s financial guidelines and directions, donor requirements, accounting and reporting regulations aimed at timely, complete and up to date insight on the (financial) performance of the Zambia country program.
The Finance and Admin Director will also be responsible for coordination with the global finance function at iDE HQ and ensure compliance with organisational financial policies and guidelines.
S/he is member of the Country Senior Management Team. .
Specific Roles:
• Overall responsibility for all accounting functions of iDE Zambia
• Provision of adequate and timely feedback to the Country Director and iDE Global HQ regarding all aspects of iDE Zambia’s financial performance.
• Responsible for management of accounting systems
• Provide pre- and post-implementation evaluations of new and existing projects to confirm financial feasibility/outcomes.
• Oversee the execution and timely posting of all financial transactions.
• Proactively develop financial forecast analysis to assist in areas such as management of currency risk and cost allocation rates.
• Lead the process of analysis and interpretation of financial reports to ensure that accurate financial data is provided to iDE Zambia and Global HQ to inform decision making.
• Overall responsibility for procurement and management of all physical assets belonging to iDE Zambia.
• Manage performance for the finance and administration unit
• Responsible for the development, tracking, oversight and reporting of organisational and project budgets.
• Assisting the Country Director or other business development staff in preparing budgets for new project proposals as required.
• Evaluation of administrative and financial/administrative policies and implementing changes in policies, systems and procedures to ensure policies are aligned with changing needs and objectives.
• Ensuring that iDE Zambia is in compliance with all prevailing regulations and statutory obligations.
• Establishes policies and controls to ensure compliance with GAAP, International Financial Accounting and Reporting Standards (IAS & IFRS) and statutory and regulatory rules as they pertain to the Finance function.
• Reviews and integrates external audit findings into operational policy and process improvements to minimise risk.
Competencies
• Ability to systematically break down complex problems, complete an assessment of options and propose the optimal situation
• Ability to collect and analyse financial data and produce coherent reports for donors and for internal use
• Ability to employ flexibility and creative when faced with challenges
• Strong analytical and organizational skills
• Competent at working with teams and staff/contacts that may be in different locations, e.g. headquarters staff, local office staff and regionally based staff
• Proficient in accounting software. iDE currently uses Sun Systems
• Proficient in Microsoft Office (Word, Excel, Power Point and preference for Access)
• Ability to work with minimum supervision and in a multicultural setting
• Pro-active – General pro-activeness and adaptability to change
Basic requirements
• 10 years of experience managing finance, procurement and administration matters on donor-funded projects. International NGO experience is an added advantage.
• Advanced IT skills (MS Office, Sun System).
• Advanced English proficiency, excellent interpersonal, leadership, and staff management skills.
• Analytical, critical thinker with good problem-solving skills.
• High integrity, honesty, and professionalism.
• Strong communication and presentation skills.
• Ability to work with minimum supervision and in a multicultural setting
• Strong organizational skills and ability to manage multiple competing priorities.
• Attention to details and the capabilities to work well individually and within a team.
Academic qualification
• MBA in Finance, Accounting, or other relevant field; or Bachelor’s degree or certified professional Accounting qualification (ACCA/CIMA/ZICA/CPA)
• ZICA Membership besides membership of other professional body a must
