Duties
• The position is based at Center for Disease Control (CDC) Zambia and supervised by the Senior Financial Specialist. The Position is responsible for the compliance assessment of CDC Implementing Partner’s (IPs) capacity to manage the CDC awards and Cooperative Agreements (CoAg) in accordance with federal regulations and program requirements. Of note, CDC Zambia’s partner award portfolio is nearly 80% foreign, indigenous partners, so bringing financial and systems management capacity to them is a heavier lift than U.S.-based domestic partners. The position is responsible for assessing compliance through the Business Process Reviews (BPR), adherence to Single Audit requirements and resolution of audit findings, and provision of technical assistance and capacity building to manage CDC awards and CoAgs. These functions support critical infrastructure for the effective implementation, monitoring and fiscal management of $130 million in CDC PEPFAR and Global Health Security funded activities by Implementing Partners (IPs). This is an LE staff appointed position and will have primary responsibility for financial compliance oversight of $130 million CDC awards and Cooperative Agreements, including single audits of all IP.
Qualifications and Evaluations
Requirements:
• EXPERIENCE: Minimum of five years progressively responsible experience in financial management or auditing is required. Of these five years, at least two years must be in managing or auditing donor funded projects or international programs.
• JOB KNOWLEDGE: An in-depth knowledge and understanding of professional accounting principles, theories, practices, and terminology as well as the principles and accepted practices of governmental (USG and GRZ) and business financial accounting, budgeting, and reporting. Technical understanding of International Auditing Standards (IAS), International Financial Reporting Standards (IFRS), Code of Federal Regulations (CFR), Generally Accepted Government Accounting Standards and Financial Management Principles and ability to interpret external audit reports for decision making. Experience with government regulations and circulars related to grants and contracts.
Education Requirements:
• Bachelor’s degree or equivalent in Accounting, Finance, Public Administration, Business Administration or Management is required.
• Evaluations:
• LANGUAGE: Fluent English reading/writing/speaking is required. Limited knowledge of Bemba or Nyanja speaking is also required.
• SKILLS AND ABILITIES: Proficient in: Microsoft Office Suite (Microsoft Excel, Word, Power Point, Access, Outlook); various financial management software systems (Navision, PASTEL, etc.); Financial management and procurement with high level of accountability, credibility, and accuracy. Deadline oriented with a keen eye on detail and precision. Advanced level of analytical, computational, presentation and numerical skills as well as ability to manipulate financial data into statistical information. Strong conceptual skills with organizational and critical thinking and problem-solving attitude to achieve organizational objectives. Strategic planning and implementation, with coordination, flexibility, and multitasking ability. Well-developed interpersonal skills, excellent verbal, and written communication skills.
