Job Summary:
We are seeking a highly skilled Fisheries Monitoring, Control, and Surveillance (MCS) Expert to join our team. The successful candidate will be responsible for overseeing and enhancing the monitoring, control, and surveillance systems for fisheries management. This role involves ensuring compliance with fisheries regulations, utilizing advanced technologies for effective surveillance, and designing participatory monitoring systems to promote sustainable fishing practices. Expertise in Remote Sensing (RS) and Geographic Information Systems (GIS), particularly in integrating GIS datasets, is essential.
Key Responsibilities:
1. Monitoring and Surveillance:
• Develop and implement monitoring and surveillance programs to track fisheries activities and ensure compliance with regulations.
• Utilize technologies such as satellite tracking, remote sensing (RS), and GIS applications to gather and analyze data on fishing vessels and activities.
• Design and integrate GIS datasets to enhance spatial analysis and visualization of fisheries data.
• Analyze data to identify patterns of illegal, unreported, and unregulated (IUU) fishing activities.
2. Control Measures:
• Design and enforce control measures to manage fishing activities and prevent overfishing.
• Coordinate with enforcement agencies to implement and execute regulations and sanctions against violators.
• Develop protocols and procedures for inspections and interventions at sea and in port.
3. Participatory Monitoring Systems:
• Design and implement participatory monitoring systems that engage local communities and stakeholders in fisheries management.
• Develop frameworks for collecting and integrating local knowledge and observations into monitoring efforts.
• Facilitate training and capacity building for community-based monitoring and data collection.
4. Data Management and Analysis:
• Collect, manage, and analyze data related to fisheries activities, compliance, and enforcement using GIS and RS tools.
• Prepare detailed reports on fisheries monitoring, including trends, violations, and recommendations for corrective actions.
• Maintain databases and ensure data accuracy and integrity.
5. Stakeholder Engagement and Collaboration:
• Work with government agencies, fishing communities, industry representatives, and conservation organizations to enhance MCS efforts.
• Facilitate public consultations, workshops, and outreach programs to engage stakeholders and gather input.
• Build and maintain relationships with regional and international partners to strengthen collaborative MCS initiatives.
6. Policy and Regulation Development:
• Contribute to the development and refinement of fisheries management policies, regulations, and guidelines.
• Advocate for policies that improve MCS effectiveness and address emerging challenges in fisheries management.
7. Technology and Innovation:
• Stay informed about advancements in monitoring and surveillance technologies, especially GIS and RS applications.
• Recommend and implement innovative solutions to enhance MCS capabilities and effectiveness.
8. Capacity Building:
• Support the training and capacity building of staff and stakeholders involved in MCS activities.
• Develop educational materials and resources to promote understanding and compliance with fisheries regulations.
Qualifications:
Education: Bachelor’s degree in Fisheries Science, Marine Biology, Environmental Science, Geography, or a related field. A Master’s or PhD is preferred.
Experience: Minimum of [5-7] years of experience in fisheries monitoring, control, and surveillance. Specific experience with RS/GIS applications, including the integration of GIS datasets, and the design of participatory monitoring systems is required.
Skills:
• Strong understanding of fisheries management, monitoring techniques, and enforcement practices.
• Expertise in Remote Sensing (RS) and Geographic Information Systems (GIS), including the integration of GIS datasets.
• Ability to design and implement participatory monitoring systems.
• Proficiency in data analysis, GIS, and other relevant technologies.
• Excellent communication, negotiation, and interpersonal skills.
• Ability to work collaboratively with diverse stakeholders and manage complex projects.
• Strong problem-solving and decision-making abilities.
• Familiarity with relevant laws, regulations, and international agreements related to fisheries.
Certifications:
• Relevant certifications in fisheries management, GIS, or surveillance are advantageous.
Work Conditions:
• Fieldwork and travel may be required to oversee monitoring operations, inspections, and stakeholder meetings.
• Work may involve irregular hours and challenging environmental conditions.
