Overview
Millennium Partners Zambia (MPZ) is seeking applications for a Grants and Finance Officer on the Zambia Accelerating Transparency and Integrity (ZATI). The Grants and Finance Officer will support grants and finance management of ZATI activities in Zambia. The Grants and Finance Officer will report to the Finance and Administration Director work closely with the Sr. Grants Manager and other Activity team members. The position requires sound knowledge and skills in donor-funded projects grant-making and tracking.

Background
Corruption is a significant problem in many sectors in Zambia, which adversely affects government finances, social services, health and many aspects of development. It is the subject of a new government-wide anti-corruption program and a top national priority. Under the USAID Global Accountability Program / Strengthening National Architectures to Counter Corruption (GAP/SNA) Activity, the Zambia Accelerating Transparency and Integrity (ZATI) Tasking aims to diminish the weaknesses that allow corruption to flourish and improve the enabling environment for countering systemic corruption. ZATI is working to ensure well-coordinated efforts for sustainable change, working hand-in-hand with targeted government counterparts, key civil society, and private sector actors to strengthen and expand the capacity and resilience of country systems to prevent, detect, and disrupt corruption, and to improve the ability to apply these approaches to high-risk sectors.
The objectives of ZATI are:
1. Strengthen central GRZ anti-corruption institutional processes and policies.
• Strengthen institutional accountability and integrity in the health sector.
• Strengthen institutional accountability and integrity in natural resources.
2. Strengthen collaboration among anti-corruption actors.

Key Duties and Responsibilities:
Sub-grant Management:
• Assist in the grant-making process, including conducting pre-award surveys and partner budget due diligence.
• Support the monitoring of sub-grants and subcontracts.
• Ensure compliance by all sub-grantees with donor requirements.
• Assist sub-grantees with budget preparation, financial projections, and budget reporting preparation ensuring they are compliant
• maintain comprehensive files with all relevant documentation related to grants and ensure compliance
• Keep track of all ongoing grant activities and deliverables
• Assist the Finance and Administration Director in the preparation/review of monthly grants cash flow projections (fund requests).
• Support grant closeout procedures
• Provide regular reports to the Country Director and Partner Relationship Manager on grant activities.
• Perform other duties as assigned by the Finance and Administration Director.
Financial Control and Reporting:
• Maintain petty cash imprest system and effect petty cash payments in line with MPZ’s policies and procedures.
• Prepare Payment Vouchers, Receipts, ensuring they have appropriate supporting documentation
• Maintain finance and accounting files in accordance with MPC’s policies and procedures.
• Assist the Finance and administration Director in the preparation/review of monthly budget variance analysis
• Support financial audits
• Verify all project expenses reports for accuracy.
• Participate in relevant project team meetings to understand program work and its financial implications.
• Perform other duties as assigned by the Finance and Administration Director.

Reporting: The Grants and Finance Officer will report to the Finance and Administration Director.
Qualifications:
• Bachelor’s degree (or higher)
• Minimum of 5 years of progressively responsible experience in grants and finance management in non-governmental organizations, civil society organizations, etc, preferably in anti-corruption, governance, health, or natural resources sectors.
• Preference will be given to candidates with prior experience in managing grant and finance programs funded by USAID
• Proficiency data management using Microsoft Word and Excel, and other relevant software
• Demonstrated ability to work with a wide range of stakeholders and to communicate on sensitive topics to support program activities.
• Proven track record in report writing, proofreading and effective communications with an attention to detail.
• Ability to work collaboratively with diverse stakeholders, including government officials, civil society organizations, and private sector entities.
• Fluency in English; knowledge of local languages is an advantage.
• Zambian nationals preferred
