The Reformed Open Community Schools (ROCS) is a child focused process facilitator organisation that empowers communities to transform their schools for improved learning outcomes. An initiative of the Reformed Church in Zambia (RCZ) ROCS is a recognised stakeholder in supporting underprivileged and vulnerable children to access quality education in rural and peri- urban areas of Zambia. By focusing on the plight of the poor and vulnerable groups in society, ROCS endeavours to show God’s love by working with, motivating and encouraging target communities to take charge of their own development agendas. ROCS is now recruiting a Programmes Manager to be based at its National Office in Lusaka.

Job Profile for the ROCS Programmes Manager
The ROCS Programmes Manager is a senior position reporting to the Executive Director. The Programmes Manager is responsible for managing the ROCS programmes in accordance with set objectives. Developing new programs to support the ROCS strategic direction, create and manage long-term goals. Leads the development of operational annual work plans. .
Tasks and Roles of Program Manager.
• Programme Support: Provides technical support to the implementation of the ROCS programme which includes Education, Water and Sanitation, Health and Nutrition and Child protection. Engage with the Ministry of Education and other line ministries at the local and national level for public policy influencing, programme implementation and monitoring. Support the review of organisational programme performance, facilitate the development and review of ROCS policies and guidelines.
• Monitoring and Evaluation: Provides support to M & E unit and participates in the development and review of organisational M&E framework aimed at maximising impact of the programmes to target beneficiaries.
• Finance Management: Review and recommend best practises with regards to project budget holders by ensuring that there is a balance among stakeholder interests, value for money.
• Staff Capacity Building: In charge of training, coaching and mentoring. Recommend training programmes for staff in line with organisational needs and goals. Provides ongoing technical support to Project Managers; Ensures efficiency and effectiveness in programme implementation.
• Resource and Communication: Coordinates the implementation of the organisational resource mobilisation strategy which includes, concept note writing, proposal development as well as market research, networking, resource and donor mapping.

Knowledge, experience & competencies:
1. Must have a Master’s degree in Education, Development studies, Project Management, or any other social science.
2. Must have 5 years prior experience in a similar position.
3. Strong project management skills and planning skills, with demonstrable success in producing high-quality deliverables on time and within budget.
4. A Trainer with experience and expertise in educational development, facilitation and report writing skills, coaching and mentoring for improved programme quality.
5. Demonstrated experience in leading and working in a cross-functional collaborative team environment, building and promoting team spirit.
6. Excellent multitasking and problem-solving skills with the ability to analyze situations, identify existing or potential problems and recommend solutions.
7. Experience with Microsoft Office Programs (i.e. Word, Excel, Access, PowerPoint) and ability interact virtually.
8. Excellent analytical skills and ability to adapt to unexpected situations.
9. Ability to effectively present information and respond to questions clearly and comprehensively from all levels of management and stakeholders.
10. Knowledgeable and experienced in engaging with the Ministry of General Education and other line Ministries for improved service delivery.
11. Exceptional interpersonal skills to communicate effectively orally and in writing to a wide range of professionals at different levels.
12. Self-motivated individual and able to work under minimum supervision.
13. A committed Christian.
