Responsibilities
Under the supervision of the ASYCUDA Regional Coordinator for East and Southern Africa, the Information Systems Officer will be responsible for providing technical assistance and support to the Customs National Service (CNS) of Zambia on the implementation of ASYCUDA.

The incumbent is expected to undertake the following duties:

• Providing technical advice on implementation of the ICT (Information and Communication Technology) architecture and configuration for the ASYCUDA in Zambia.
• Assisting the CNS of Zambia in the preparation of technical documentation and manuals on administration, maintenance, and support of the ASYCUDA Project.

• Providing technical assistance and support in the prototyping, testing, piloting, roll-out, administration and maintenance of all ASYCUDA e-Documents including remedial actions, as required.
• Organizing and delivering functional and technical training courses on the implementation, operation, and maintenance of the ASYCUDA system.
Further development/enhancement of the ASYCUDA-based ESWS by:
• Providing technical advice to the Customs Administration of Zambia on the technical aspects of the ASYCUDA/Single Window national extensions/e-Documents eC93dRo B2cSz8
• Assisting the Customs Administration of Zambia to coordinate and administer at the technical level of the ASYCUDA/Single Window system.
Coordination of the CNS technical implementation with other governmental agencies’/organisations’ ICT and infrastructure activities having impact on the CNS ICT systems by:
• Advising the CNS on the technical implications for the CNS ASYCUDA/Single Window system of other governmental agencies’/ organizations’ ICT and infrastructure related.
• Coordinating the technical implementation of CNS ASYCUDA/Single Window e-Documents with other governmental agencies’/ organizations’ ICT and infrastructure relevant activities.
Assistance in Project reporting and monitoring system by:
• Assisting each NPM (National Project Manager) in the preparation of Project Progress Reports for national counterpart authorities and donor agencies.
• Preparing regular technical Project Progress Reports for the ASYCUDA Regional Coordinator for East and Southern Africa inclusive of the elements relating to the logical framework and monitoring plan.

Competencies

Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); Independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education
Advanced university degree (master’s degree or equivalent) in computer science, information system, mathematics, statistics or related field. A first level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of five years progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area, including relevant experience in the field of customs automation system deployment, development and support is required
• Experience in upgrading mission critical applications in a production environment is required
• Experience in prototyping and implementing complex customs information technology systems is required
• Experience in technical ICT programming with Java is required
• Experience in organising and delivering training courses within governmental organisations is desirable
• Experience working in an international environment is desirable
• Experience in technical ICT programming with Linux and Oracle is desirable.
• Languages
• Fluency in English (both oral and written) is required. Knowledge of French is an advantage.
• Assessment
• Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
• Special Notice
• This position is temporarily available for an initial period of six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
