We are recruiting!
Our client in Lusaka, is looking for an Infrastructure Manager – Nursing to join their team for a job vacancy within the NGO sector.
Key Responsibilities:
Project Planning and Coordination
• Assess needs based on detailed, systematic and recorded site assessments for analysis and tracking.
• Develop a construction programme plan and individual project plans, with clear agreed timelines and budgets for all projects.
• Manage relationships with internal and external architects, engineers, and other professionals to complete detailed project designs and BoQs.
• Support the procurement officer to hire appropriate building contractors who have a proven track record of delivery.
• Manage the construction development programme until completion of the funder grant meeting strict funding timelines and budget.
• Maintain effective working relationships with construction contractors and other suppliers, building our contractor base and ensuring the highest level of integrity throughout.
• Support our building traineeship scheme to ensure high quality skills formation.
• Maintain effective working relationships with the local healthcare providers where we work or may work, their district and provincial supervisors, as well as municipal authorities and traditional rulers to secure all necessary permits, land agreements and work plans are in place.
Site Management
• Conduct regular, systematic, recorded, and tracked site inspections to monitor progress and compliance with contractual requirements, safety and quality standards.
• Ensure that all construction activities are performed in a timely way, according to specifications and regulations.
• Manage any necessary and agreed contractor disciplinary procedures.
Budget Management
• Prepare and manage project budgets, including estimating costs and controlling expenses.
• Review and approve invoices and change orders.
Stakeholder Communication
• Serve as the primary point of contact for local clients, building contractors, and other suppliers.
• Facilitate regular meetings to discuss project progress and address any issues.
• Maintain close relationships with key partners, not least the Ministry of Health and local healthcare facilities to ensure plans and designs are aligned to their needs.
Design Quality Assurance, Regulatory Compliance
• Ensure our designs and building methods meet the best standards, at the lowest whole-life cost, with the least negative environmental impact possible.
• Consider opensource publishing our designs to encourage replication.
• Implement quality control measures to ensure that all work meets industry and international standards.
• Address any defects or issues promptly to minimize delays.
• Ensure that all construction activities comply with local, state, and international regulations.
• Obtain necessary permits and approvals before commencing work and at completion.
Risk Management
• Identify potential risks and develop mitigation strategies.
• Monitor project risks and adjust as necessary.
Annual Planning & Reporting
• Draft and agree the key construction elements for the whole project’s Yearly Plan of Operations and support the drafting of budgets to deliver funder contracts.
• Draft narrative reports, or key construction elements thereof, for funders that address their requirements and the impact our work has.
• Maintain close budget management control to ensure execution is on track, reporting on this to the Programme Manager and Country Director.
Research & Communications
• Engage with the sector to publicise our work and the results of our research.
• Act as an ambassador for the organisation in Zambia and beyond, presenting our work to wider audiences.
Qualifications, Skills and Experience
Academic:
• Educated to master’s level in engineering or quantity surveying and/or an appropriate social science discipline: including social science, public health, or business administration.
Taking development projects to scale:
• A track record of leading mid-scale construction developments.
• Senior business or INGO experience, good donor/investor background, including experience of large bi-lateral donors.
Managing construction/infrastructure projects:
• Construction and/or infrastructure management experience, able to select, hire and manage professional consultants and contractors, ensuring their contracts are delivered to specification.
• An engineering or building design or quantity survey background and qualifications to BSc or MSc level.
• Experience of running technical training programmes desired.
Leadership and management:
• Experience and training in managing direct reports, motivating them to deliver.
• Mid- to Senior experience of leading teams in organisations, leading change
Research and communications:
• Experience of commissioning and managing evaluation and research projects
• Strong writing and presenting skills.
• Understanding of research methods, use of Excel and other similar analysis tools
• Health sector experience preferred.
Budgets & reporting:
• Experience of setting, managing and reporting on donor budgets
• Familiarity with project cycle management tools, including the log frame.
IS/IT:
• Competent in all standard office tools, especially spreadsheets, but also design packages.
Context:
• Experience of working in a rural development context
• Knowledge of the Zambian context
Language:
• Fluency in written and spoken English.
• Knowledge of German a bonus
