The Government of the Republic of Zambia has received financing from the European Investment Bank (EIB) towards the cost of the Lusaka Power Transmission and Distribution Network Project (LPTDNP) and intends to apply part of the proceeds towards payments under the contract for the Procurement of Transmission Overhead Line and a Substation Transformer upgrade in two (2) Lots-Lot 1 for Ibex to Avondale 132kV Transmission Overhead Line, and Lot 3 for construction of Lusaka West 330/132kv Substation Transformer Upgrade.

Bidding will be conducted through International Competitive Procurement (ICP) procedures indicated in the European Investment Bank's GUIDE TO PROCUREMENT for projects financed by the EIB Updated version of September 2018 edition, (Procurement Guidelines") and is open to all bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.5 setting forth the Bank's Policy on conflict of interest.

Interested eligible bidders may obtain further information from ZESCO Limited and inspect the bidding documents during office hours from 08:00 to 12:30 hours and from 14:00 to 16:30 hours Monday to Friday respectively excluding public holidays at the address given below.

A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of K1,000.00 or in Euro (EUR) or in any freely convertible currency. The method of payment will be Bank (Managers) Cheque issued by a recognized Commercial Bank acceptable to the Purchaser, or direct deposit or transfer of funds into the Purchaser's Bank account with evidence of such deposit as follows:

Submission Procedure

Bids must be delivered to the address below on or before 10:30 hours on Friday, 241 February 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address indicated below at 10:30 hours on Friday, 24 February 2023.

All bids must be accompanied by a Bid Security of at least 2% issued by a bank or 3% if issued by an insurance firm (Bid Bond) of the bid amount on the Letter of Bid Submission Form. Bid security, at the bidder's option may be in the form of either a letter of credit or a bank guarantee from a banking institution or a bond issued by an insurance firm as surety.

A Pre-Bid meeting and a site visit will be held on Friday, 3 February, 2023 as stated in the Bid Data Sheet, Section II of the bidding Document.
