• The Malaria Control and Elimination Partnership in Africa (MACEPA), a program at PATH, is a leader in the fight to end malaria illnesses and deaths. MACEPA refines and develops tools and approaches, invests in national programs, and builds the data that empower national governments to pursue elimination. MACEPA is partnering with countries that have achieved major reductions in malaria illness to develop evidence-based approaches to eliminating the disease. The approach involves optimizing coverage of prevention, diagnosis, and treatment interventions, and advanced surveillance methods to track and treat remaining cases.

• PATH now seeks to recruit an experienced Malaria Surveillance Officer to work on the MACEPA project in Zambia. The Surveillance Officer will work in close collaboration with Ministry of Health officials at provincial, district, facility and community level to implement an enhanced malaria surveillance platform in support of national and regionally focused malaria elimination efforts. S/he will also work with other program officers to provide general support to the provincial and district health office (PHO and DHO) staff, as requested.
Responsibilities:
• Understand and promote common surveillance system definitions for consistent uptake and use for those involved in system roll out.
• Work with web-based server to keep client information updated.
• Provide technical support to Mobile Client operators in areas related to data collecting, analysis, implementation, and hardware operation and troubleshooting.
• Conduct training and provide regular capacity building in areas related to data collection and submission for mobile clients.
• Work with PATH administrative staff to develop training budgets, manage workshop logistics and ensure activities comply with PATH accounting practices.
• Support the provincial and district health offices and other partners to ensure high quality of malaria data collection, reporting timely compilation and reporting of MRR.
• Support the strengthening of the existing DHIS2 platform for malaria reporting at community, health facility and district levels.
• Conduct field visits for data validation to monitor the quality of reported data.
• Work with provincial and district health information staff to ensure that routine HMIS data quality audits are conducted.
• Work with provincial and district health information officers to ensure that all key provincial and district staff are trained in and have access to DHIS2 so that they are able to analyze and use malaria data in decision making.
• Support iCCM implementation for PATH and partners
• Support RDQA and Data Review Meetings implementation for partners
Required Skills and Experience:
• Minimum of a Bachelor’s Degree in a relevant field (demography, social science, statistics, economics, or any health-related field)
• Knowledge of USAID data collection and reporting requirements is highly desirable.
• Four years minimum experience in surveillance and/or HMIS data management.
• Familiarity with DHIS2 or other electronic health management information platforms is highly desirable.
• Proven track record of data entry, management and analysis.
• Excellent computer skills -must be able to format documents, prepare charts and manage data
• Excellent verbal and written communications skills to include conflict resolution, priority management and managing expectations of multiple clients.
• Highly organized, flexible, and adaptable to changing priorities and ability to work well under deadlines.
• Ability to work under minimum supervision.
• Ability to work within a team.
• Ability to communicate with district staff, health facility staff and community health workers.
• Public speaking ability, good presentation skills and ability to facilitate training is highly desired.
• Ability to travel domestically.
• Must have legal authorization to work in Zambia.
