JOB DETAILS:
(a) Job Purpose
To undertake monitoring and evaluation of climate change programmes funded by Green Climate Fund (GCF), Adaptation Fund and other financiers in order to assess performance and impact of national initiatives.
(b) Duties And Responsibilities
The successful candidate will be reporting to the National Coordinator, National Designated Authority and shall be responsible for:
i) Monitoring and Evaluation: Undertakes effectively monitoring and evaluation of GCF and Adaptation Fund sponsored programmes in order to assess performance and propose intervention measures;
ii) M & E Tools Development: Undertakes timely, development of monitoring and evaluation tools and systems in order to facilitate implementation of appropriate interventions;
iii) Policy and Procedures manuals: Undertakes effectively the development and review of M&E Policies in order to set an operational framework;
iv) Quality Improvement: Undertakes effectively development and implementation of quality improvement interventions in order to enhance delivery of programmes.
v) Strategic Plan Performance Review: Undertakes effectively the mid-term and annual performance review and evaluation of the Strategic Plan in order to facilitate implementation of appropriate interventions and ascertain the achievement of set goals.
vi) Research: Undertakes effectively the Conduct of research on climate change and related topics in order to facilitate informed decision making
vii) Joint Annual Programmes Review: Coordinates effectively the joint annual programmes review in order to assess progress of programme implementation.
viii) Database: Supervises the effectively the maintenance of the country’s Climate Change actions database in order to facilitate informed decision making for sustainable development
(c) Requirements
The applicant must meet the following requirements:
i. Full Form V/Grade 12 School Certificate with a minimum of five (5) credits including English language or its equivalent;
ii. Bachelor of Arts Degree in Development Studies or equivalent;
iii. Masters in relevant field is an added advantage;
iv. 8 years’ experience 2 of which should have been in management;
v. Ability to write technical and analytical reports;
vi. Ability to communicate effectively in English
