JOB DETAILS:
Our client, an NGO that works to support the creation of an enabling environment that ensures children and young people grow up with the care, relationships and support they need to become their strongest selves, is looking for a National Program Manager to join their team.
The National Program Manager will be responsible for ensuring all procedures in relation to the development of the new projects and/or programs are adhered to.

Key Tasks and Responsibilities
Programs/Projects Conceptualization
• Lead the development of strategic directions in Program Development at national level, framed by the organizations Program Policy and other
related policies.
• Lead the processes of national child rights situation analyses (CRSA) and feasibility studies at Program location level.
• Ensure development of qualitative organizational program proposals and steers the implementation to reach the strategic targets.
• Steer the development of new locations and alignment of existing locations following the organization’s Program Policy.
• Participate in the strategic and annual planning process as member of the National Senior Leadership Team.
• Support the budgeting process and reviews the organization’s CV program budgets on location level.
• Prepare the budget of the National Program Development Departments.
• Identify evidence-based program strategies, ensure their development and provide management oversight, in line with the organization’s Results Based Management (RBM) approaches.
• Generate new projects towards reintegration and deinstitutionalization of children and youth in the approved program areas of FLC, FS, Advocacy and Partnerships.
• Develop a program / potential project area mapping system and design scalable, replicable and sustainable projects

Quality Management, Monitoring and Evaluation
• Ensure implementation of quality standards within the organization’s Programs as described in manuals, policies and concepts.
• Provide ongoing monitoring of child’s protection in the Organization.
• Ensure implementation of all existing and future organizational policies around program development (e.g. the Child Protection Policy, the HIV/AIDS policy, the formal Education Policy, Inclusion Policy, and
Gender).
• Ensure implementation of a Quality Assurance system (including monitoring and evaluation).
• Adjust all ongoing programs to national legal regulations in agreement with the National Director.
• Ensure development of national concepts according to the organization’s policies and program quality standards

Human Resource Development
• Responsible for performance management of Program Development Department staff.
• Lead the onboarding process of members of the National Program Development Department.
• Ensure that professional and developmental objectives are set up. Works out individual development plans in cooperation with
subordinates.
• Support and provide coaching in the realization of the set objectives.
• Monitor objective achievement of the team and conduct performance appraisals.
• Ensure support in the recruitment and selection process of leading program development co-workers in organization’s programs through National Program Advisors.
• Ensure organization of initial and ongoing trainings for key Program staff and Program Development Department staff

Research and Knowledge Management
• Coordinate all research activities in the program development area in the Member Association.
• Cooperate with Governmental and Non-Governmental organizations carrying out research on child and family care.
• Take responsibility for the Member Association’s participation in international research projects within the organization.

Relationship Building
• Monitor national activities (of the state and of key NGOs) and planned future developments in the social welfare sector, protection of child’s rights as well as gaps in child rights fulfilment by the state.
• Participate in and/or initiates national initiatives aiming at improving conditions and changing policies and practices that undermine the well-being and rights of children of our target group.
• Develop and maintain contacts, exchange information and develop partnerships with key stakeholders of the child welfare sector (Government, state, NGOs, INGOs and GOs)
• Develop advocacy functions in the National Association, community-based Organizations and other partners.
• Ensure and lead advocacy strategies for recognition and mainstreaming of the organization’s models of care through Government engagements and other key audiences.
• Review National Child’s Rights Legislations and contribute to National Childcare Reforms.
• Support the National Director to entrench the culture of child safety through full implementation of the organization’s Child Protection

Policy, and Reporting and Responding Procedures.
• Lead programs co-workers to prevent violence against children and young people through program design and implementation.
• Work in collaboration with National Child Safeguarding Committee to respond promptly and adequately to suspicious and reported child abuse concerns.
• Promote Child and Youth Participation in the whole program cycle management system.
• Support colleagues to strengthen community Child Protection systems in the communities where the organization operates.

Desired Skills, Qualifications and Experience:
• Full Grade Twelve School Certificate.
• Minimum Bachelor’s Degree in Social Sciences, preferably in Social Work, Development Studies, Sociology, Communications, Education, Community Development. A master’s degree in these fields would be an added
advantage.
• A minimum of at least eight (8) years of demonstrated, proven and evidence-based experience in program development in the sector.
• Traceable experience in donor relationships, managing and accounting for
the donor funding, and ensuring congruence between core organizational strategies/areas and donor thematic areas.
• A thorough understanding of program design and development especially in the sectors of Alternative Child Care, Sustainable Livelihoods, Community Development, Gender and GBV, Child Protection, etc.
• Demonstrated team player with effective cross-cultural interpersonal skills.
• Strong people and performance management skills and experience.
• Excellent problem-solving, technical, managerial, and financial analysis
skills and a focus on producing efficient, reliable, and cost-effective data solutions as an individual or as part of a team.
• Demonstrated ability in meeting deadlines while producing quality results.
• Excellent knowledge of relevant MS Office packages necessary for day-to- day works.
• Strong oral and written communication skills in English, including evidence of quality report writing and presentations.
• Strong ability to focus on building strong internal MIS for programs, communications and MEL.
• Computer literate with proven experience in reports analysis and consolidation.
• Demonstrated backstopping roles in governance functions such as reporting to boards
