JOB DETAILS:
Background
MOMENTUM Country and Global Leadership, Zambia Field Support Project (MCGL) is a three-year, USAID-funded project that will contribute to strengthening the availability of and access to quality reproductive, maternal, newborn, child, and adolescent health services. This activity will implement a comprehensive all systems approach to include both facility and community high-impact interventions to ensure equity of services and improved health outcomes for women and children in two provinces of Zambia.

Overview of Consultancy and Specific Tasks
1. Service Quality Assessment Tools:
a. Support MCGL Zambia county team by providing expert newborn technical assistance for the validation and roll out of the newborn and SSNB sections of the Service Quality Assessment tools in KWNCH and Kasama hospitals and at sub-district level.
2. Capacity building:
a. Provide technical assistance to KWNCH and Kasama hospital officials in institutionalization of a continuous skills retention plan in the skills labs set up at the hospitals.
b. Collaborate with MCGL Zambia county team members to strategize and plan for institutionalization of continuous capacity building in KWNCH and Kasama hospitals.
c. Collaborate with national MOH newborn focal point and relevant stakeholders to train relevant health providers in the two MCGL supported counties on the Zambia’s new EENC training materials.
d. Collaborate with national MOH newborn focal point and relevant stakeholders in exploring interest to organize a training with the MCGL global Infant and Family Centered Developmental Care – Hospital to Home in PY3. The aim of this effort is to see how best to integrate within the national Advanced Newborn Care capacity building modules.
e. Contribute technical inputs for newborn health to the MCGL Zambia team led EMONC training and support as required.
3. Community follow up program for newborns and SSNBs:
a. Support the MCGL deputy team lead to co-design community follow up programs for newborns, including post-discharge care for babies discharged from level II and III facilities.
4. Preparations for national level workshop to develop Zambia specific model of SSNB care:
a. Support MCGL Deputy team lead to collaborate with the relevant MNH stakeholders and MOH to organize a workshop with relevant national and sub-national stakeholders for the development of the Zambia specific model of SSNB care. This model will build on the 10-components of the global WHO and UNICEF SSNB model of
care. The 10-components of the model will guide MOH and partners to operationalize Zambia’s Standards for Improving the Quality of Care for small and sick newborns.

Period of Performance
Activities detailed in this scope of work are expected to take place November- December 2023, including 30 working days. Extension of the consultancy is possible, pending approval of the next year’s budget and workplan.

Consultant Profile
• Physician, nursing or midwifery degree with clinical experience of working in inpatient small and / or sick newborn care and advanced degree in public health.
• Technically proficient with up-to-date familiarity with newborn health and small and sick newborn care tools and training materials developed by Zambian MOH and partners.
• 3 to 5 years’ experience in successful field implementation and management of programs in newborn health for the public, private or NGO sector
• Experience coordinating with Ministry of Health departments and solid relationships with the Zambian health sector.
• Experience working with partners leading newborn health activities in country.
• Provincial/District-level work experience in Zambia
• Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers.
