This includes a mix of policy advice, technical assistance, catalytic financing and innovative programmes tailored to country specific needs to accelerate progress towards the Sustainable Development Goals through six our signature solutions on – poverty, governance, resilience, environment, energy, gender equality.

Context
• Against this backdrop and building upon the lessons learnt over the past years, UNDP Zambia has strengthened its Governance and Gender Pillar to support the roll-out of the CPD and to ensure relevance in the local context. The Governance and Gender Pillar is one of three pillars of the Programme Cluster along with the Inclusive and Sustainable Growth, and the Environment and Energy Units. Each Unit is headed by a Programme Specialist (Head of Unit) and supported by a Programme Analyst and a Programme Associate in addition to the dedicated personnel of projects under each pillar. The UNDP Governance Portfolio includes a challenging mix of development interventions in support of the Government which range from elections, decentralisation and local governance, human rights, transparency and accountability, to promotion of gender equity and equality. The UNDP Governance Programme also plays a key central role in various strategic and high-level dialogue platforms within the UN and across government and with development partners. UNDP actively engages in the Government-led Cluster Advisor Group on Governance and Human Rights under the 8NDP, the Cooperating Partners working groups on gender equality, decentralisation, peace-keeping operations, human rights, anti-corruption, and electoral assistance. Through various networks, UNDP is collaborating strongly in the civil society ecosystem to optimize local knowledge, expertise, and experiences in development programming. The successful candidate will, therefore, be part of this exciting Governance and Gender Team and will be expected to provide programme support and targeted deliverables on communications and advocacy activities including outreach, events, knowledge management with a strong focus on SDGs 16 and 5 i.e., Peace Justice and Strong Institutions and Gender Equality and the UN Security Council resolution 1325 on women, peace and security (UNSCR 1325). Specifically, the Youth UN Volunteer will work with the UNDP Governance Team on the Empowering Women in Peace Operations Project. Under this Project supported by the Canadian Government and Elsie Initiative Fund, the Volunteer will contribute to tangible communication and knowledge products, visibility of the project both locally and internationally to amplify the work being undertaken by the Zambia Police Service in strengthening the meaningful participation of women in peacekeeping operations. In addition, the Volunteer will support the Team with various programmatic activities which will include report writing, monitoring, and tracking of programme results and risks. The volunteer will also contribute to thought leadership through the research to inform policy briefs on various thematic issues focused on women’s empowerment. Further, the Volunteer will support the Team as it works with the other Programme Clusters i.e., Inclusive and Sustainable Growth and the Environment and Energy in developing the country office portfolio approach. This approach will focus on bringing together technical expertise and resources within UNDP to tackle complex challenges that cut across various sectors. The Volunteer will participate in various technical discussions which will provide opportunities for cross-learning.

Task description
Under the direct supervision of the Governance and Gender Advisor, and in collaboration with other team members including other UN Volunteers, the Youth UN Volunteer will undertake the following tasks, the UN Volunteer will undertake the following tasks: Communications, Advocacy and Resource mobilization:
• Participate proactively and substantively support in implementing relevant, high-impact advocacy activities with key partners focused on the meaningful participation of women in peace operations.
• As part of a Governance and Gender Team support the development of programme proposals, concept notes and related documents within the area of responsibility for resource mobilization.
• Contribute to analytical and regular progress reports related to women in peacekeeping and peacebuilding.
• Work closely with the Governance and Gender Team in collaboration with the commu-nications team to ensure high visibility of the project achievements and results. Provide strategic support aimed at enhancing the meaningful participation of Women in Peace, and Security Programmes:
• Support implementation of programmes/project under the Governance and Gender Pil-lar, specifically support the work around human resource reforms implementation that promote women’s empowerment.
• Contribute to developing a monitoring framework for the tracking of progress on the implementation of Human Resource Reforms.
• Undertake desk reviews and research to inform the development policy briefs on women in peacekeeping operations.
• Assist in identifying and recording risks and/or lessons impacting the implementation of human resource reforms and developing contingency plans as necessary. Contribute to Strategic partnerships with the Government, donor, and civil society organizations:
• Contribute to the development of partnerships and close collaborations with Govern-ment institutions, (women´s) civil society organizations, donors and other stakeholders working on relevant aspects of the programme, to ensure strategic partnerships and strengthened coordination.
• As part of a team contribute to strategic advocacy efforts to maximise support of the UN System, the Government and civil society organisations on advancing women´s rights in line with UNSC Resolution 1325 and other normative commit-ments/frameworks.

This assignment is funded by the Government of Korea and therefore specific criteria apply: – Candidates must be Korean nationals. – Candidates must be between 22 and 29 years old at the time of application. Please disregard this notification and submit your application. – Candidates who have already served as UN Youth Volunteer funded by the Government of Korea are not eligible to apply (former UN University Volunteers are eligible). – Serving UN Volunteers will not be considered for other UN Volunteer assignments until they reach three (3) months before the End of Contract date of their current UN Volunteer assignment. This provision applies equally to first and subsequent contracts. – Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form. – Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.
