JOB DETAILS:
The Responsibilities/ Accountabilities of a Procurement Specialist Includes the Following:
i. Develop a Training Action Plan on procurement for this project Procurement Manual and World Bank Procedures) and provide hands on training, mentoring and coaching to the procurement staff assigned to support the Project and to the PIU staff in accordance with the Training Action Plan;
ii.Prepare documents, review and as needed provide comments and feedback on all draft documents until final versions of acceptable quality are produced by PIU staff and the Procurement and Supplies Unit staff for the following procedures:
iii. Preparation of procurement plans and specific bidding documents and requests for proposals;
iv. Preparation of the evaluation reports for goods, works and non-consultancy services and selection of consultants;
v. Review Terms of References (TORS) and technical specifications for goods and works for completeness taking into account the regulations and guidelines for selection of consultants;
vi. Carry out effective correspondence with bidders, providing necessary clarifications, issuance of appropriate amendments to bidding documents when necessary and notifications of contract award;
vii. Receive, secure and open bids/proposals in accordance with the procedures outlined in the bidding documents including preparation of the relevant minutes;
viii. Assist in the formulating and guiding of ad-hoc client bid evaluation committees;
ix. Participate in contract negotiations and prepare minutes of negotiations;
x. Preparation of contracts and contract amendments for goods, works, non-consultancy and consultancy services including processing for signature by all parties;
xi. and Supervise and monitor contract implementation and assist in resolving any contract implementation issues.
xii. Prepare Procurement Plans from Annual Work Plan and Budgets;
xiii. Must be familiar with the Systematic Tracking of Exchanges in Procurement (STEP) and able to upload procurement plans;
xiv. Conduct all processes required to award a contract in line with ZPPA and World Bank guidelines;
xv. Liaise with World Bank procurement specialist to ensure all procurement activities are in line with procurement guidelines
xvi. Ensure that Procurements are timely done
xvii. Manage all GD ISSB Contracts
Qualification, Experience and Key Attributes
i. A Bachelor of arts in Purchasing and Supplies
ii. A Masters of Arts in Purchasing and Supplies is an added advantage
iii. Experience in World Bank projects for at least 2-years
iv. Must be a member of the Zambia Institute of Purchasing and Supply
Duration of employment: 2 years
Commencement of the Service: After Contract Signing
Cabinet Office- Gender Division under The Girls’ Education and Women’s Empowerment and Livelihood for Human Capital (GEWEL 2) Project now invites eligible “Consultants” to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: Educational qualification, experience (general & specific) and knowledge in procurement.
A Consultant will be selected through the ‘Open Competitive Selection of Individual Consultants’ method in accordance with World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised September 2023 (“Procurement Regulations”).

The attention of interested Consultants is drawn in particular to:(i) Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on Conflict of Interest, and
(ii) Section III, paragraphs, 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country.
Individuals who are currently working as procurement consultants on another World Bank- financed project may also compete in this selection process, but if they are selected they will be required before signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contract’s requirements with respect to early termination of the contract by the consultant, including advance notice period, to avoid disruption in implementation of that project.
