Summary

EWB Zambia is collaborating with EWB Canada to implement the Engineering Brighter Tomorrow’s (EBT) project. This project aims at electrifying twelve (12) schools and health care facilities in Zambia and Malawi. Stakeholders’ engagement was carried out in April which informed a longlist of schools and health care centers in Zambia and Malawi.

A demand assessment was carried out to inform the design of the solar system. The roll out of the twelve sites would be preceded by a pilot project at Chimphanje Rural Health Center. Engineers Without Boarders Zambia expects to have solar power equipment installed at the above-mentioned sites. As a result Engineers Without Boarders Zambia is looking for Contractors to design and install Solar equipment at the above mentioned sites.The applicants will have the capacity, experience and qualifications to design, procure and install the solar power equipment. Engineers Without Boarders Zambia hereby invites any party that feels they could successfully undertake and complete one or more solar power projects to submit their proposals for consideration.

Background of the Project

Site Summary

Chimpanje Rural Health Centre

Chimpanje health care facility 40 km from Petauke turn-off and it is accessible by a graded gravel road about 8km from the Great East Road. Chimpanje Rural Health Centre has six (6) staff comprising of a Nurse in charge, a Nurse, a Community outreach officer, an Environmental Health Technician (EHT) and a watchman. The rural health centre is not connected to the grid, but the nearest grid connection line is a 33kV line along the great east road about 10 km from the health center.

Chimpanje has 4 staff houses, a maternity wing and a newly an almost completed mother’s shelter. An aerial view is shown below. There is no existing Mini Grid and therefore Localized roof top installations are recommended.

Requirements:

1. Size and Specify the PV array for the facility factoring in Peak sunshine hours and PV derating due to temperature, dirt and Module Mismatch.

2. Size the appropriate Battery storage for the facility factoring in losses. Size the appropriate Charger with MPPT and appropriately sized Battery Bank. Lithium Ion Batteries are preferred.

3. Size appropriate Inverter(s) for the facility factoring in Inverter efficiency.

4. Size appropriate Centralized AC Distribution Board or feeder pillar with appropriately sized MCBs or MCCBS to feed the various utility points under each facility. There is an existing feeder Pillar at the Facility into which the Solar Plant may feed.

5. Support structures, foundations and housing for the Solar Plant inverters and Batteries.

6. Size cabling and all accessories needed to set the solar Plant to work.

7. Provide Protection for the Panels and inverters against lightening and earth the installations in accordance to Local wiring regulations and IEC standards for Solar Installations.

8. The Installations shall be appropriately earthed and have sufficient Lightening Protections. These will be done in accordance to ZABS and IEC standards for roof mounted solar installations.

9. The installer/supplier shall guarantee that daily energy production from their installations shall meet the daily energy requirements.

10. Produce design drawings for each system showing all system components for each facility.

11. Commission and set the system to work

General Conditions

The following list describes the components requested by Engineers Without Boarders Zambia for its projects. Engineers Without Boarders Zambia reserves right to amend the specifications and quantities of components based on Project needs, design change recommendations by the project engineers and installers.

Components List Summary

a) Solar Arrays 500- 550-watt standard (alternative sizes may be offered in addition to this requirement)

b) Solar Brackets, Rails and Mounting Hardware for asbestos and metal tilt roofs.

c) MC4 Connectors

d) PV Array Combiner Boxes suitable for the system size that it will service.

e) Combination Off-Grid Inverter/ MPPT Controllers sized to meet the system requirements for each facility.

f) Solar Batteries – 12 VDC, 200 AH gel cell maintenance free units or lithium ion batteries of equivalent voltage and characteristic sizes.

g) Battery Cabinets lockable design appropriate for each Facility.

h) Cable size and quantities as in 2.5 mm, 4 mm, 10 mm, and 16 mm copper stranded wire depending on ampacity in each case

i) Distribution Panels with appropriately sized MCBs, MCCBs, earthing and Lightening protection.

Design and Specification requirements

Design and Technical Specifications Each applicant must include the following technical information in their proposal.

1. All applicants must include the complete design, supply and installation of a solar system based on the requirements. Please note that the Kwh daily consumption was arrived at by factoring in the usage times and Load Factor thus it is not an accurate approximation to derive the usage hours using the given Kwh and Kw. Peak-Sun shine hours for each site will be used to determine the ac Kw and then factoring in losses to determine the Dc Kw requirement. The summary of the Load profiles is provided in the appendix.

2. The solar system may be designed to operate as a hybrid system with solar as P1 (Priority 1) and the existing utility as P2 (Priority 2) in cases where there is an existing Power sources.The photovoltaic (PV) panels will be mounted on selected roofs.

3. As part of an applicant’s proposal, the applicant must submit a Bill of Quantities that contains the following information on the technical specifications of the proposal:

a) The make, model number, manufacturer/provider/distributor name and/or other identifying information for each electrical and mechanical item used in the proposal.

b) The required number of each electrical and mechanical item needed to complete the installation.

c) The price per unit of each listed electrical and mechanical item.

d) The total price for the cost of these goods.

e) Schematic electrical drawings of the proposed solar power system.

f) Information on the proposed housing for storage of the power system’s batteries including information regarding the temperature control mechanisms that will be used to achieve the desired storage conditions.

g) A summary section that states the AC voltage output of the proposed solar power system (and indicates whether single phase or three phase).

h) The number of batteries needed to complete the proposed installation, the capacity of the battery system with power autonomy designed for a 24 hour (one day) autonomy period.

i) Engineers Without Boarders Zambia will work with each applicant to to verify the discharge test records for the Batteries recommended.

j) The warranty periods for both the proposed batteries and PV panels and the items covered under these warranties, together with information on any optional or extended warranties that may be available.

k) The maintenance schedule for the installation and the training that the applicant will offer (or will arrange to be offered) to end users.

l) Any other information regarding the technical specifications that the applicant considers important for evaluation purposes, such as the DC voltage of the solar system, the capacity of the charge controller, the capacity of the inverter, the number and rating of the PV panels or any other accessories that will support the installations (e.g., fuses, MCBs, tamper/theft-proof frame for the PV panels, cabling, etc.).

m) A delivery schedule, together with backup supporting documentation, for the needed equipment and material.

n) Each applicant must also submit the following non-technical information that will be used by the Evaluation Team to assess the relative capacity and qualifications of the applicant:

Other Non-Technical Requirements from the Bidders

o) A company profile that provides:

1. The physical and postal address for the applicant’s principal office in Zambia and, for international firms, its headquarters office and

2. The name, title, business and/or mobile phone numbers and an email address for one or more contact persons.

3. A description of the company that includes (i) a discussion of key staff member’s qualifications and experience, (ii) proof of the applicant’s capacity to implement projects of comparable complexity and (iii) any evidence of past experience in project of similar size.

4. The names of at least three companies or organizations for whom the applicant has recently designed and installed a Solar System If the Evaluation Team requests contact information for the applicant’s references, the applicant will provide Engineers Without Boarders Zambia with the requested contact information within two business days of the request.

5. Evidence of (i) sufficient cash or other easily liquidated financial reserves equal to at least, or (ii) access to a credit facility offered either by a reputable financial institution or equipment manufacturer of not less than, 30% of the overall proposal sum.

6. A copy of a valid tax clearance certificate (for local firms only).

7. Copies of the applicant’s certificate of company registration or incorporation and any certificate of amendment to that registration/incorporation, together with evidence that the company is in good standing.

8. A bid security or bond from a reputable and established bank or insurance company in Zambia equal to at least two percent (2%) of the overall cost of the applicant’s proposal.

9. A summary of the applicant’s experience in after sales customer service and post installation maintenance together with any terms and conditions generally applied by the applicant to these services.

10. A site Visit may be required and in this case the Bidders will Provide proof of site visit in their Bids.
