JOB DETAILS:
TrĂ³caire is the official overseas development agency of the Catholic Church in Ireland, established in 1973 and currently has presence in more than 17 countries in Latin America, Africa and Asia including Rwanda. TrĂ³caire has been operating in Rwanda since 1994 and is currently implementing a 5 year Strategic plan from 2016-2020 focused on 3 programme pillars: Resource Rights, Women’s Empowerment and Preparing and Responding to Emergencies. TrĂ³caire does not implement programme directly. Instead the organisation works in partnership with local civil society and Catholic organisations in 7 districts in Rwanda.
A Resource Rights Project Officer role has arisen within our office for the period 15 September 2018 to 31 January 2019. This role will work closely with the Resource Rights Programme Officer to take forward the commitments of the Rwanda Country Strategic Plan (2016-2020) towards management and use of natural resources and will support on Programme design, implementation, monitoring and learning. The role will also lead on management of an agreed number of partners from the context analysis, project initiation, grant management, monitoring and closure as appropriate.
Specific responsibilities:
Expected skills, competencies and qualifications:
1. At least Bachelor’s Degree in Water Management, Environment protection, Agriculture or related fields.
2. 3 years progressive experience in Agriculture & Water management & Working with the communities preferably in an International NGO.
3. Experience in Climate change adaptation and DRR approaches, Community planning process, Community catchment protection, Protection/Rehabilitation of water resources, Water harvesting systems, Irrigation techniques, and working with Civil society organisations is strongly required.
The role is expected to make recommendations to the Resource Rights Programme Officer and Programme Manager on areas that require improvements in terms of programme cycle Management and partnerships.
