JOB DETAILS:
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
Coordinate data and information management activities
– Support the relevant data and information management team and activities.
– Contribute to the development and implementation of information management systems.
– Communicate the status, value, and importance of data and information.
– Support the collection, storage, management and protection of data.
– Support consolidation of data systems, including the interoperability of operational data and systems.
– Ensure consistency of data and results for analysis.
– Identify risks and opportunities based on insights derived from data.
– Improve data quality through field support, capacity building, monitoring and feedback.
Support with data and information management
– Support data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population data, profiling, analysis, GIS, data visualisation, maps, official statistics and other data and information management activities.
– Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
– Provide training support.
– Support planning process (standards, methodologies) quality assurance and technical advice on Theories of Change and indicators, as well as with data management and analysis methods.
– Support data monitoring by providing quality assurance and technical advice to the monitoring methodologies, data collection and analysis.
Undertake data and information management activities at the Multi-Country/Country or HQ level
– Provide and recommend tools and systems needed for information and data management activities.
– Analyse trends concerning changes at the outcome and impact levels.
– Develop internal and external information management products such as maps, dashboards, infographics.
– Ensure data is curated and stored in data registries and libraries in accordance with standards.
– Ensure data is used in accordance with the defined purposes.
– Work towards enhancing data literacy of staff and assist in interpretation the data.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Relevant Job Experience
Essential
Minimum 4 years information management, data or statistical field, and progressively responsible experience in humanitarian or development situation. Experience with data sharing, data management and data analysis to support policy formulation and implementation.
Desirable
Knowledge of national and international statistical systems, knowledge of international protection, human rights and international humanitarian law, experience in data collection and analysis in field situations, knowledge of GIS and geospatial systems and techniques.

Desired Candidate Profile
Nature of Position
• The Senior Information Management Associate (G7) is supervised by the Protection Officer (Cluster Coordinator) in close coordination with the Senior Protection officer in Lusaka. As part of the UNHCR Zambia Protection Team headed by the Senior Protection Officer, the Senior Information Management Associate (G7) supports the operation in the coordination of protection risk assessment(s), protection cluster information management and any other information sharing/management needs in the country.
• On 29 February 2024, the President of Zambia declared a national emergency due to both prolonged drought and a recent cholera outbreak. In April 2024 the Disaster Mitigation and Management Unit in the Vice President’s Office launched a National Drought Response and activated the Protection Cluster co-led by the Ministry of Community Development and Social Services (MCDSS) and UNHCR.
• The Senior Information Management Associate (G7) will contribute to UNHCR’s efforts to support the coordination of the protection cluster, but also in general the UNHCR Zambia protection team’s response to the drought emergency. This will be done, for example, by supporting the Cluster in the compilation of the 5W matrix, analysing data for protection risk assessments, supporting the coordination meetings and the collection and sharing of information, producing and regularly updating Protection Cluster and UNHCR drought-related products, training stakeholders and UNHCR staff in the use of tools for data collection or analysis.
Finally, the Senior Information Management Associate (G7) will work collaboratively with staff who are already working on registration and generally on protection to support any type of data related issues.

The incumbent is expected to:
1. Support with data analysis.
2. Support with development and use of data collection tools.
3. Support in compiling data from different stakeholders;
4. Support in training stakeholders on different data collection
methodologies.
5. Support the Cluster Coordinator and the Protection Officer in reporting and
coordination.

Desired Candidate Profile
• The incumbent must possess prior experience working with United Nations or another international organization, preferably with forcibly displaced populations, in the fields of data management, information management and analysis. The position requires demonstrated experience in the use of software programmes such as Kobo, SPSS, and/or PowerBi. The position requires a sound understanding of and demonstrated experience in data collection, analysis, questionnaire development and reporting. Demonstrated strong coordination skills and experience collaborating with a range of partners, including government officials, is required. The candidate must be able to meet deadlines with quality work and have strong ICT skills. The candidate’s skill set must be demonstrated with professional experience, evidence of the ability to work with different stakeholders, national authorities and partners in a fair and efficient manner, including conducting frequent field missions and programme monitoring. The incumbent must have excellent English communication skills and be an effective and clear communicator orally and in writing.
