JOB DETAILS:
TERMS OF REFERENCE FOR THE SOCIAL SPECIALIST
Background
The Government of the Republic of Zambia (GRZ) has received financing from the World Bank (WB) towards the cost of implementing the Transport Corridors for Economic Resilience Project (TRACER) which will focus on three (3) key regional transport corridors namely the Serenje to Mpika, Kazungula to Katima Mulilo and the Lusaka to Luangwa Roads. The project will be carried out in accordance with the Environmental and Social Standards (ESSs).

A Project Management Unit (PIU) will be established in the Ministry of Infrastructure, Housing and Urban Development (MIHUD). It will be led by a full-time Project coordinator and staffed with one Environmental Specialist, one Health and Safety Specialist, and one Social Specialists.

The PIU will also ensure effective coordination between all the implementing agencies.

The MIHUD now wishes to engage the services of a suitably qualified candidate to fill the post of Social Specialist under the Transport Corridor for Economic Resilience (TRACER) Project:
1. Duty Station: TRACER Project Implementation Unit (PIU), Ridgeway, Lusaka
2. Reports to: Project Coordinator
3. Title: Social Specialist (1 Post)
4. Responsible to: The Social Specialist shall be responsible to the Project Coordinator in provision of the overall policy and technical guidance for E&S issues on the project and Coordinate the timely preparation of the Environmental Project Briefs (EPBs), Abbreviated Resettlement Action Plans (ARAPs) among others.

Objectives of the assignment:
The Social Specialist will provide overall policy and technical guidance for E&S issues on the project and Coordinate the timely preparation of the Environmental Project Briefs (EPBs), Abbreviated Resettlement Action Plans (ARAPs), Contractor’s Environmental and Social Management Plans (C-ESMP) and the Grievance Redress Mechanism of the Project (GRM).

Duties
The Social Specialist will be required to undertake the following duties:
• Provide overall policy and technical guidance and direction for E&S issues under the Project, as defined by the project environmental and social instruments;
• Coordinate the timely preparation of the Environmental Project Briefs (EPBs), Abbreviated Resettlement Action Plans (ARAPs), Contractor’s Environmental and Social Management Plans (C-ESMP) and the Grievance Redress Mechanism of the Project (GRM) and other E&S documents that are vital for the successful implementation of the project;
• Ensure the full implementation of the Resettlement Action Plans prior to the commencement of civil works on any road sections;
• Ensure the implementation of Livelihood Restoration Plans in order to minimize the negative impact of livelihood changes on the project affected people arising from project activities;
• Coordinate the implementation of the Grievance Redress Mechanism, Gender and the Gender Based Violence (GBV) Reporting and Management on the project;
• Conduct regular monitoring of project activities to ensure compliance with the safeguard instruments;
• Ensure that the provisions of the EPBs, ARAPs and C-ESMPs are implemented and adhered to during the implementation of the project;
• Liaise closely with the Road Development Agency Environment and Social Management Unit (ESMU), Contractors, Consultants and other relevant stakeholders during project implementation;
• Promote community participation during the project implementation process through the holding of regular sensitization/awareness raising meetings.
• Attend to other duties as may be assigned from time to time.

Key Performance Indicators
The officers will have to report on the following Key Performance Indicators

1.1        Provide effective oversight and coordination of all Social Safeguards management issues in all project sites. Number of completed documents on Social Safeguard requirements submitted timely to relevant authorities by the contracting entities and the project PIU Frequent weekly follow ups with responsible entities.
1.2 Ensure that the GRM is functional      at       project

Level

–        Timely resolution of grievances

–        Number of grievances resolved

Monthly
1.3 Ensure effective implementation of the RAP/ ARAPs before commencement of works – Number of resettlement-related grievances received

– Timely implementation of the RAP/ARAP

Quarterly
1.4 Ensure that GBV Management and HIV/AIDS service provisions are in place and functioning in the project areas –        Number of quality reports on GBV and HIV/AIDS management submitted by contracted entities

–        Number and type of GBV and HIV/AIDS activities conducted

Quarterly
1.5 Conduct Sensitization meetings with beneficiary communities to assess the Social impact of the project on their livelihoods Number and type of community engagement meetings conducted Quarterly

Note: These indicators might be subject to change, in mutual agreement, from time to time, and as may be initiated by the Project Coordinator. Further the Actual ratings/scores shall be agreed upon with the Project Coordinator within the first six months from the appointment date.

Schedule:
This is a full-time position on the project with a probation period of Six 6) Months. The service is initially for a period of two (2) years but is subject to renewal based on satisfactory performance and project demands.

Required Qualifications and Experience:
• Grade 12 School Certificate
• Minimum of bachelor’s degree in a relevant technical field such as Developmental Studies, Social Work, or Social Sciences from a reputable training institution.
• A minimum of five years’ work experience in environmental and social management,
• Prior experience of working with communities in rural areas and on donor funded projects will be added advantages.
• Ability to work as part of a team
• Proven strong writing and analytical skills
• Ability to communicate in at least one of the local languages.
• Familiarity with the relevant Government procedures and regulations.
• Good computer skills in Word, Excel, PowerPoint email and the internet.
• Good interpersonal relations.
