ABOUT THE POSITION
USAID/Zambia seeks a Senior Investment, Policy and Trade (IPT) Advisor to provide technical guidance and support to USAID/Zambia’s Office of Economic Development and Environment (EDEV). The Senior IPT Advisor will support high-level and interagency engagement with State/Partnership for Global Infrastructure (PGI), Prosper Africa, DFC and other USG interagency partners on the Lobito Corridor and other emerging large scale investment opportunities in Zambia. In addition, the Advisor would provide trade, investment, and economic policy expertise to support both USAID and Embassy engagement with other missions in the region and Washington. This position is a 12-month assignment located onsite in Lusaka, Zambia.

Responsibilities
• Advise USAID and U.S. Embassy Zambia leadership on U.S. and African private sector priorities across a range of industries.
• Working in collaboration with the USAID/Zambia Private Sector Engagement (PSE) advisor and relevant interagency colleagues at Post, support the development of strategic partnerships with U.S. and African businesses.
• Guide finance and investment-related interventions across the EDEV portfolio, which includes projects focused on forestry/biodiversity, enterprise development, economic livelihoods, digital, energy, climate, agriculture, nutrition and WASH.
• Engage with other relevant technical offices across USAID/Zambia, including Health, Education, and Democracy, Rights and Governance (DRG) and the Program Office to identify synergies and opportunities for co-design and co-programming.
• Draft and/or edit reports, briefing papers, talking points, blogs, newsletter articles, journal articles, and social media input as needed.
• Prepare presentations (in PowerPoint and other presentation applications) for senior officials for meetings and events for a wide range of internal USG and external audiences.
• Help develop and respond to information requests and reporting requirements, including EDEV operational and implementation plans, taking into account funding, staffing and Administration/Interagency priorities. Key actions should include stocktaking to identify information gaps and review processes.
• Provide advisory support to IPT-related TECs and award kick-offs (TBC)
• Coaching and mentoring EDEV staff on IPT areas, as requested.

Qualifications
• 10+ years of experience in economic policy analysis, finance, international trade and/or investment;
• Experience in USAID supporting investment-related interventions.
• Demonstrated experience in a developing country context, preferably in Africa;
• Experience working in complex, dynamic, multi-faceted, fast-past environments;
• Experience working and collaborating with U.S. Government agencies and private sector organizations, including officials with international organizations, foreign and domestic government officials, and development partners.
• Knowledge of relevant disciplines including economics, trade, policy, private sector development, and finance required.
• Experience in written and oral communication involving coordinating, negotiating and motivating individuals to take action.
• Demonstrated ability to work with teams, often with high pressure and time constraints.
• Proficient in Google (Docs, Drive, etc.) and Microsoft (MS Word, Excel, etc.) applications.
• Strong written and oral communication skills; skilled at analyzing and presenting information through reports and discussions to effectively support senior level officials responsible for providing guidance and direction across the interagency and to work across teams and with various levels of leadership.
• Ability to work collaboratively with team members at all levels as well as inter-agency colleagues in the United States and Africa, U.S. and African government officials, donors, private sector officials, and implementing partners.
• Willingness and ability to travel domestically and internationally.
