1. Introduction

The NGO Water, Sanitation and Hygiene Forum (NGO WASH Forum) in Zambia seeks to engage a consultant to conduct a two-day training workshop for select members of parliament from the WASH parliamentary caucus (PC WASH) on climate adaptation strategies for the water, sanitation, and hygiene (WASH) sector.

2. Background and Rationale

Climate change poses significant challenges to Zambia’s water resources, impacting communities and livelihoods. Rising temperatures, altered precipitation patterns, and extreme weather events are exacerbating water scarcity, compromising water quality, and disrupting hydrological cycles. This training is crucial to equip parliamentarians with the knowledge and skills to advocate for and implement climate-resilient WASH policies and practices.

3. Objectives

By the end of the training, participants will be able to:

Understand: The science of climate change and its specific impacts on Zambia’s water resources and WASH services.
Identify and Assess: Climate-related water risks and vulnerabilities in their constituencies.
Develop and Advocate: For climate-resilient water policies, legislation, and budgetary allocations.
Support: Community-led water adaptation initiatives and promote integrated water resource management.
Foster Collaboration: With government agencies, NGOs, the private sector, and communities to address climate challenges in the WASH sector.

4. Methodology

The consultant will develop and deliver an engaging two-day training workshop utilizing a participatory and interactive methodology. This may include:

Presentations: Delivering concise and informative presentations on climate change, water resources, and WASH.
Group Discussions: Facilitating interactive discussions to encourage knowledge sharing and peer learning.
Case Studies: Presenting real-world case studies of successful climate adaptation strategies in the WASH sector.
Role-Playing: Conducting role-playing exercises to simulate decision-making processes related to climate-resilient WASH policies.
Field Visits: Organizing a field visit to a community implementing climate adaptation measures in the WASH sector (optional, depending on feasibility).

5. Deliverables

Training Curriculum: Develop a comprehensive training curriculum, including presentations, handouts, and learning materials.
Training Workshop: Conduct a two-day training workshop at a venue outside Lusaka.
Training Report: Submit a post-training report summarizing key findings, participant feedback, and recommendations for future action.
Include a dedicated section outlining the commitments made by the MPs. This section   should clearly articulate:

i. Specific actions the MPs pledge to take as a result of the training (e.g., introduce a bill, advocate for budget allocations, raise awareness in their constituencies).

ii. Timelines for these actions.

iii. Indicators to track progress and measure the impact of these commitments.

6. Evaluation

The consultant’s performance will be evaluated based on:

Quality of training materials: Relevance, accuracy, and clarity of the training curriculum.
Training delivery: Effectiveness of facilitation, engagement of participants, and clarity of communication.
Participant feedback: Satisfaction with the training content and delivery.
Post-training report: Quality and timeliness of the report.

7. Envisioned Next Steps

The trained parliamentarians will advocate for climate-resilient WASH policies and budgetary allocations within the National Assembly.
The NGO WASH Forum will collaborate with PC WASH to develop a policy brief on climate adaptation strategies for the WASH sector.
The Forum will organize follow-up workshops to monitor progress and provide ongoing support to parliamentarians.

8. Sustainability

The training will build the capacity of parliamentarians to champion climate-resilient WASH initiatives.
The training materials will be shared with relevant stakeholders to promote wider dissemination and knowledge sharing.
The NGO WASH Forum will continue to advocate for sustainable and climate-resilient WASH policies and practices.

9. GESI Aspects

The training will be gender-sensitive and inclusive, ensuring equal participation and representation of women and marginalized groups.
The training content will address the specific vulnerabilities of women and marginalized groups to climate change impacts on WASH.

10. Climate Change Issues

The training will focus specifically on climate change adaptation strategies for the WASH sector.
The training will promote the integration of climate change considerations into WASH policies, planning, and implementation.

11. Consultant Profile

The consultant should possess:

Advanced degree in environmental science, water resources management, climate change, or a related field.
Proven experience in conducting training workshops on climate change adaptation.
Strong knowledge of Zambia’s water resources and WASH sector.
Excellent communication and facilitation skills.
