1.0     BACKGROUND

Zambia Civic Education Association (ZCEA) is a non-governmental not-for-profit organization that promotes and protects children’s rights through advocacy and civic education. Established in 1993, ZCEA works to promote and protect children’s rights in line with the basic principles and standards contained in the international and regional human rights instruments. ZCEA’s vision is a society in which all people enjoy fundamental human rights, justice and human dignity prevails and the mission of promoting and protecting children’s rights through advocacy and civic education for children’s well-being.

ZCEA is currently implementing the Participation First, Children’s Voices Matter with support from Kindernothilfe e.V(KNH) and German federal ministry for Economic Corporation and Development (BMZ). The project overall goal is to show the concrete benefits for the boys and girls are initial approaches for better access to social services and improved service delivery by the Ministry of Education, the Ministry of Health, the Ministry of Community Development and Social Services and the Ministry of Sports, Youth and Child Development in Zambia. The concrete benefit for the Human Rights Council is the opportunity to follow up on recommendations.

2.0     PURPOSE

ZCEA under the Participation First, Children’s Voices Matter Project is looking for a consultant to produce collaborative short videos. One (1) in English and seven (7) in local languages (Chewa, Bemba, Kaonde, Lunda, Lozi, Luvale, Tonga plus one (1) in sign language.

The overall objective of this assignment is to undertake the production of collaborative short videos that will:

(i)  Serve as a training aid for boy and girls, in and out of school children.

3.0     SCOPE OF WORK

Reporting to the Executive Director and working under the guidance of the Programmes Manager and the Child Development Director in the Ministry of Community Development and Social Services (MCDSS), the consultant is expected to facilitate the production of collaborative short videos. These videos will be used as part of the training materials for Trainer of Trainers (ToTs) in standards of Child participation, Child rights-based work framework and Child rights-based project and program planning.

Specifically, the consultant will undertake the following responsibilities:

I. To produce a collaborative video in English, that will be translated into eight local languages (Chewa, Bemba, Kaonde, Lunda, Lozi, Luvale, Tonga and one in sign language).

II. Working in collaboration with the MCDSS, ZCEA will provide the content.

4.0 SPECIFIC DELIVERABLES

  • Detailed inception report with a work plan,
  • Produce a demo collaborative video before proceeding to produce the final video.
  • 1 Collaborative short video clip English version.
  • 7 Collaborative short videos in (Chewa, Bemba, Kaonde, Lunda, Lozi, Luvale, and Tonga
  • 1 in sign language for the hearing-impaired children.

5.0 REQUIREMENTS

Academic Qualifications:

Must possess a minimum of a bachelor’s degree in mass communication/mass communication Certificate/Video editing and linguistic related studies or equivalent.

Professional Experience:

  • Demonstrated work experience in video production and working with software and hardware such as Adobe premiere pro.
  • Working experience with communities particularly in video production
  • Fluency with at least four of the local languages listed.

Skills and Competencies

  • Excellent communication skills.
  • Ability to work efficiently and adhere to strict deadlines, while working independently or with minimum supervision.
  • Results oriented.
  • A keen eye for detail and a critical mind.
  • Creativity and a passionate interest in film and video editing.

6.0 CONDITIONS

  • Unless otherwise agreed by ZCEA the consultant will use his/her own office resources and materials in the execution of this assignment.
  • Remuneration will be agreed based on the Consultant’s experience and qualifications.
  • Remuneration will be paid contingent on the successful completion of the assigned tasks, and ZCEA’s satisfaction with the same.
  • ZCEA reserves the right to withhold all or a portion of the remuneration if performance is deemed unsatisfactory.
  • ZCEA reserves the right to modify these terms of reference at any time.
  • All materials developed will remain the copyright of ZCEA.

7.0 TIME FRAME

The consultant is expected to work for a period of 30 working days spread according to a deliverable-based work plan. The period includes planning and delivery of all stated deliverables.
