ICAP seeks to recruit qualified candidates to serve as Provincial Lead, District Monitoring and Evaluation in Zambia

Job Title: Provincial Lead (01)
Reports To: Senior Advisor care and treatment
Incumbent: Vacant
Location: Solwezi – North-Western Province
Start date: 1st October 2024

Position Summary
Working under the guidance and direction of the Senior Advisor, Care and Treatment (SAC&T) the Provincial Lead will oversee the performance of the ICAP team supporting all 11 districts in North-Western Province with activities to strengthen HIV/TB prevention, care and treatment. S/he will provide overall technical and operational guidance and oversight to the project teams (both technical and operations) at provincial, district and site level ensuring that project activities are implemented according to the work plan. S/he will be the main focal point person representing ICAP and liaising with the Ministry of Health Provincial Health Office teams/District health office teams, health facility teams, other key implementing partners and local organizations within North-Western Province.

Major Accountabilities:
• Liaise with the SAC&T to ensure effective implementation and coordination of the Care and Treatment project activities across the province and monitor progress towards the achievement of project goals and objectives.
• Assume accountability and responsibility for the implementation of the HIV/TB prevention, care and treatment portfolio in the assigned province, focusing on technical assistance to the provincial and district health offices as well as facility-based support.
• Provide onsite mentorship to district and facility ICAP and other partner teams prioritizing facilities with the highest performance gaps across the HIV/TB cascade.
• Provide mentorship to facility level staff to implement the ICAP I-surge strategy and monitor performance progress across the province towards given targets for the COP year.
• Closely collaborate with the Ministry of Health at provincial, district and facility level for effective program implementation within the province.
• Monitor and regularly report to ICAP headquarters-Lusaka on the performance of any sub-awardees for ICAP that may be working within North-Western province
• Coordinate the timely compilation and reporting monthly on the project performance to Lusaka ICAP office as guided by the supervisor.
• Provide oversight in leadership and management of the provincial office to ensure efficiency both technical and administrative performance of the office.
• Represent ICAP in meetings and interactions with the Ministry of Health at provincial, district and facility level as well as with other key stakeholders.
• Oversee capacity building activities to transfer skills, knowledge and technology to MoH staff at PHO/DHO/HF level and other partners as and when indicated.
• Perform other related duties as directed by the supervisors

Academic Qualifications
• Full grade 12certificate
• Master’s Degree in Epidemiology, Public Health, Medicine or related field an added advantage.

Required Minimum Experience And Skills
• Should be a Medical Officer
• Demonstrated technical leadership and expertise in HIV/TB prevention, care and treatment, with excellent knowledge and skills of clinical management of recipients of care (RoC).
• Demonstrated knowledge in HIV/TB programming and implementation.
• Minimum seven (7) years of experience in the management of a large-scale health or development project, with proven capacity in managing and supervising a diverse team of technical staff.
• 5-10 years’ experience with HIV/TB healthcare delivery in resource limited setting.
• Prior experience in training, mentoring, and supervising of multi-disciplinary teams.
• Experience in establishing working relationships with USG agencies, MOH, other partners
• Proven experience in managing both technical and operations teams.
• Fluent in English oral and written, Excellent communication skills; ability to interact professionally
• Computer skills: Microsoft word, Excel, PowerPoint etc

Travel Requirements
Requires domestic travel of a minimum of 30-40% of the time.

Job Title: District Monitoring and Evaluation Manager (5)
Reports To: Senior Advisor Strategic Information
Incumbent: Vacant
Location: Various Districts – 3 Western Province and 2 North-Western Province
Start date: 1st October 2024

Position Summary
Working under the guidance of the Senior Advisor Strategic Information, the district M&E managers will support strengthening of monitoring and evaluation systems including data management. S/he will support activities to strengthen documentation, reporting and utilization of HIV/TB program in all districts and facilities in North-Western province. They will collaborate closely with the District Health Information Officer (DHIO) at the District Health Offices within the province.

Major Accountabilities
• Support the DHIO and health facilities (HFs) to strengthen the use of MOH national tools and processes for data management, access and utilization, to effectively and efficiently scale up and deliver HIV Prevention, Care and Treatment services.
• Support the DHIO in ensuring that all high-volume sites have SmartCare (electronic information system), provide TA to ensure that utilization of all
• SmartCare modules, ensure all patient records are up to date in SmartCare and SmartCare is used for patient management and routine monthly reports.
• Support and contribute to the strengthening of the M&E and data management systems in the supported districts and HFs within the district.
• Provides support to HF staff in data collection and reporting procedures, completeness of registers and clinical files, and maintenance of up-to-date clinical charts.
• Collaborate with the DHIO to review progress towards targets on key indicators and highlight the ones that require remediation.
• Support the DHIO in conducting triangulation of weekly and monthly reported data with data sources.
• Support district M&E teams in the daily review of I-Surge pulse indicators by site management teams to check progress and address gaps identified.
• Support routine data review to inform reporting and monitor progress in achieving project objectives
• Together with the DHIO, plan & conduct data quality assurance (DQA) including implementation of eDQIT activities.
• Support the DHIOs to ensure data alignment efforts within their respective districts are implemented.

Academic Qualifications
• Full grade 12 certificate
• A degree in Demography, Statistics, Mathematics or Epidemiology or related field

Required Minimum Experience And Skills
• Minimum 5 years of relevant experience working in M&E in the health sector in Zambia.
• Experience working with Microsoft PowerPoint for graphical presentation
• Experience in the use of SmartCare (Electronic information system).
• Minimum 3-5years M&E mentorship experience in HIV programs required
• Strong data management and analysis skills are required.
• Experience in database maintenance including DHIS2.

Job Title: I-Surge Officers (13)
Reports To: District Clinical Mentor
Incumbent: Vacant
Location: Various Districts – 13 North-Western Province
Start date: 1st October 2024

Position Summary
Reporting to the District Clinical Mentor, the I-Surge Officer (ISO) will provide daily mentorship and support at site level in the assigned health facilities through implementation of the I-surge approach to improve and sustain performance across the HIV/TB prevention, care and treatment cascade.

Major Accountabilities:
Working with the facility staff, the ISO will:
• Support HF staff in HIV/TB clinical management to ensure implementation of the test and treat strategy
• Conduct and coordinate daily data reviews with complete documentation
• Strengthen HIV testing strategies including those focusing on paediatric and adolescent HIV case finding.
• Strengthen access to viral load monitoring by supporting providers to request for viral load test, CD4 tesing, EID whenever indicated and interpretation of results
• Review and report data daily for each step of the HIV/TB care cascade
• Identify service delivery gaps and stock management.
• Monitor achievement of site level targets and discuss results and remediation measures with HF staff
• Support HF to implement QIC/QIP to improve performance across the HIV/TB cascade
• Perform other related duties as directed by the supervisor.

Academic Qualifications
• Full grade 12 certificate
• Diploma or Degree or in Clinical medicine, Registered Nursing or any related field.

Required Minimum Experience And Skills
• Clinical Officer, or Registered Nurse.
• Fully registered with HPCZ or Nursing and midwifery Council of Zambia (NMCZ)
• Demonstrated technical experience and skills in HIV/TB prevention, care and treatment.
• 3- 5 years’ experience with HIV/TB healthcare delivery at facility level in a resource limited setting.
• Must be trained in management of ART/OIs for Adults, Paediatrics and MCH.
• Trained in and with demonstrated knowledge in current HIV case identification approaches including HIV index testing, KYCHS+, SNT etc.
• Ability to provide daily mentorship to ART providers, nurses and community-based volunteers.
• Ability to supervise and monitor day to day activities for community-based volunteers.
• Ability to coordinate community activities with health facility In-charges.
• A team player with ability to coordinate HIV/TB services at the facility.
• Computer skills: Microsoft word, Excel, PowerPoint.
• Proven experience in establishing working relationships and collaborations with health facility staff, and other implementing partners.
