JOB DETAILS:
Background:
• Nathan, a Cadmus company, is seeking to hire a short-term Survey Data Management and Quality Assurance Advisor for its USAID Zambia Revenue for Growth Activity (R4G). R4G works to help Zambia improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. The project engages both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the Government of the Republic of Zambia (GRZ). R4G also supports the GRZ in emerging fiscal management issues and priorities. Under this objective, R4G is supporting the Ministry of Health (MoH) and the National Health Insurance Management Authority (NHIMA) in innovative health financing methodologies as well as data management, respectively.
• Understanding population-wide health status as well as other leading factors or conditions that influence the state of population health is a paramount strategic and national health system goal. Population health depends on a variety of broad and specific factors. These may include commodities such as medicines as well as other interventions that are affected by lifestyle, biology, education levels, nutrition or diet as well as environmental factors. The state of population health often is linked to the behavioral aspects relating to health-seeking behavior, which affects the utilization of health services as well based on the broad-based rationale that holds health as ultimately dependent on health care and other attributes. Attributes affecting different aspects such as the social determinants (housing for instance), biological or genetic factors, education and training, and other environmental factors (pollution of water bodies, air) are of major concern towards understanding different transmission mechanisms in health services use as well as health outcome attainment. This notwithstanding, it is also recognized that financing is one of the main aspects that may act as a leading deterrent towards successful health care provision of whatever form – e.g., the prevention or promotion of health services.
• To ensure continued evidence-based health policy formulation, planning, and decision-making by the Ministry of Health. USAID R4G is supporting the second round of the Zambia Household Health Expenditure and Utilization Survey (ZHHEUS) data collection activity. The survey will be implemented by ZamStats for the Ministry of Health (MoH) in collaboration with the University of Zambia (UNZA).
• The Survey Data Management and Quality Assurance Advisor will help monitor and conduct data quality checks for the survey.

Responsibilities:
• Develop a monitoring and data quality assurance roadmap of the ZHHEUS, with the survey stakeholders i.e. MoH, ZamStats, UNZA, and USAID R4G.
• Develop Terms of Reference (ToR) for the additional personnel the consultant will work with to ensure effective and efficient motoring and data quality assurance across the ten provinces.
• Submit and present a draft ZHHEUS Monitoring and Data Quality Assurance report, highlighting the successes, challenges, learning, and recommendations.
• Other relevant tasks as requested by the R4G Objective 4 – MoH Health Activity Component Lead and the Chief of Party.

Qualifications:
• Master’s Degree with specialization in Statistics, Population Studies, Monitoring and Evaluation, Public Health, Economics, or other related areas; or
• Bachelor’s degree in Demography, Statistics, Population Studies, Monitoring and Evaluation, Economics, public health, or other related areas and an additional 2 years of experience relevant to the terms of reference
• At least 10 years of professional experience leading, monitoring, and quality-assuring national-level surveys, especially in the health sector.
• Experience in technical survey methodologies
• Experience with survey mobile data collection systems such as CSPRO and RedCap.
• Professional proficiency in written and spoken English as well as some of the seven main Zambian languages.
• Experience in working in both urban and rural districts of Zambia.
