The World Health Organization (WHO) Zambia Country Office seeks to hire one (1) experienced individual to support the Ministry of Health to develop a new National Medicines and drug Policy for the health sector. Since the development of the National Medicines Policy (NMP) in 1999, a number of changes in the socio-cultural, economic, and technological environment have taken place, thereby influencing the pharmaceuticals needs of the population. The ever-changing epidemiological profiles of the country have further influenced the health needs of the citizens The National Medicine Policy will ensure that health products play a crucial role in health care with the least harm.

Specific objectives

Conduct an evaluation of the performance of the 1999 drug policy. Consider stakeholder involvement) Conduct a SWOT analysis of the current status of the pharmaceutical sector in term of legislation, selection of health products, financing, regulation, supply chain and logistics system, local production of health products, affordability of medicines/products, human resources, rational medicines use, research, complementary and traditional medicines, governance, regional and international cooperation, monitoring and evaluation. Evaluate the current NMP of 1999 objectives and determine whether these should be modified, or additional objectives included. (Consider stakeholder involvement including consumer representation) Assess gaps in the current 1999 drug policy in terms of providing for an effective policy framework for quality delivery of manufacturing regulation and Health services

QUALIFICATIONS:

Essential:

Bachelor's Degree in any Pharmacy.

Desirable:

A Master's degree or higher in a relevant field, preferably in Pharmacy, Public Health or Clinical Medicine will be an asset

Experience:

Minimum 10 years in the health sector

Deliverables: The following are the expected outputs to be provided in hard copy and electronic format:

  • Inception Report
  • Evaluation Tools
  • Evaluation Report
  • Draft Final Policy
