About the Opportunity:
Global Communities seeks a Grants & Contracts Officer, reporting to the Grants & Contracts Manager to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID/ PEPFAR.
Position Description:
The Grants & Contracts Officer is responsible for the day-to-day management of the partner grants and contracts. S/he will be managing the administrative processes for grants & contracts. S/he will also work closely with partners to ensure full compliance with donor rules and regulations.


Duties & Responsibilities:

  • Monitor grants and subcontracts to ensure compliance with USAID guidelines, and Global Communities’ policies and standards – including financial management and programmatic performance.
  • Identify issues related to sub grants and subcontracts’ implementation in and propose appropriate program adjustments.
  • Review financial reports and partner expenditures to ensure all costs are allowable, allocable, and reasonable.
  • Ensure that financial reports are prepared in compliance with requirements and submitted on time and in the proper format; and grant/contract files are up-to-date and complete.
  • Monitor financial indicators paying close attention to targets, on-going progress, and projections.
  • Advise and assist partners to adhere to grant¬s manag¬ement polic¬ies, proce¬dures¬, and systems through the award/ modification and close-out processes.¬
  • Put in place systematic documentation, referencing, retrieval and management of grant files – including in-depth review of all financial and technical reports to ensure that reports are submitted on time, complete, and meet the terms of the agreement.
  • Request funds disbursements to grantees & subcontractors, paying close attention to targets, program progress, and projections.
  • Participate in monthly meetings with partner finance staff to assess progress on capacity building goals and program implementation.


Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity. In addition, they must meet the following requirements:

  • Be a Rwandan National
    Education:
  •  A Bachelor’s degree in finance, accountancy and management required; Master’s degree in related field preferred.
  • Formal training in USAID Rules & Regulations.
    Experience:
  • At least two years of grant management experience, with the ability to develop and monitor subgrant agreements and subcontracts.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations.
  • Excellent interpersonal skills and ability to effectively lead and work in a team.
    Computer Skills:
  • Excellent computer skills, including MS Office and accounting software.
    Language capabilities:
  • Fluency in oral and written English and Kinyarwanda.
